About this opportunity
The South Carolina Department of Public Safety is requesting bids for 2,500 pairs of men's Bates Hi-Gloss Sentry Oxford duty shoes (Model #E01842) and 300 pairs of women's shoes (Model #E07842) under IFB, with bids due September 15, 2026 at 10:00 a.m. EST and questions due August 28, 2026 at 12:00 p.m. EST. No set-asides apply; the solicitation is open to unrestricted competition.
Shoes must be black, available in regular and extra-wide widths across multiple sizes, and supplied in manufacturer's original unopened packages. No substitutions or alternates are permitted — only the specified Bates models may be bid. Delivery is required within 30 days for orders under 100 pairs and 60 days for orders exceeding 100 pairs, to SCDPS Patrol Supply at 1620 Shop Road, Columbia, South Carolina.
The contract term is one year with four optional one-year renewal periods, for a maximum term of five years, with an estimated start date of September 30, 2026 and end date of September 29, 2031. Unit prices must include all delivery, handling, and shipping charges and shall remain fixed for the initial term; price adjustments for renewal terms require documented justification and are capped at Producer Price Index changes, subject to Procurement Officer approval.
Offerors may claim South Carolina resident vendor preference or end-product preferences (South Carolina or United States made) if they meet statutory requirements and claim preferences by line item. Award will be made to the lowest responsible and responsive bidder based on unit pricing. Award notification is scheduled for September 18, 2026. All offerors must register as state vendors, submit signed cover pages and documentation of responsibility, and certify compliance with independent price determination, debarment status, drug-free workplace, and ethics requirements. Bids are submitted online at http://www.procurement.sc.gov.
