About this opportunity

The Snyderville Basin Special Recreation District (SBSRD) is requesting proposals for construction of the Princess Di Connector Trail in Park City, Utah, an approximately four-mile natural-surface, multi-use single-track trail, with proposals due July 17, 2026 and written questions due July 8, 2026.

The scope includes four trail segments with armored drainage crossings, two timber crossing structures, one pedestrian bridge, and gates with buck-and-rail fencing connecting an existing Promontory trail to the Rail Trail across Promontory and Pace Ranch property. Contractors must hold a valid Utah Contractor's License, Workers' Compensation certificate, and Business License, and must register with a federal E-Verify immigration status verification system.

The RFP employs best-value selection on three criteria totaling 1,000 points: Overall Quality and Relevant Experience (500 points), Approach to the Project and Schedule (300 points), and Fee Proposal (200 points). Proposals must score at least 480 of the 800 technical points to advance to price evaluation. Contractors must submit a fixed lump-sum price using line-item format covering all labor, materials, equipment, permits, and coordination. Payment terms include a 20 percent deposit prior to work commencement and monthly progress payments at 80 percent of the cost of completed linear feet, with the remaining balance due upon completion.

The awarded contractor must provide performance and payment bonds and maintain Commercial General Liability insurance (minimum $1,000,000 per occurrence, $3,000,000 aggregate), Comprehensive Automobile Liability ($1,000,000), and Workers' Compensation ($1,000,000), with the District named as additional insured. Construction is expected to commence in Fall 2026 with substantial completion required by Fall 2027. The SBSRD Board will announce award approval on August 6, 2026. Submit proposals and questions to Contracting@basinrecreationutah.gov.
