About this opportunity
The Michigan Department of Transportation Metro Region is requesting proposals for barrier wall repair services on an as-needed basis across Macomb, Oakland, and Wayne Counties, with proposals due September 29, 2026 at 12:00 p.m. Eastern via SIGMA VSS. Bidders must be currently prequalified as MDOT contractors in category J (Miscellaneous Concrete Items) and category Ba (Concrete Pavement Patching and Widening), and all contractors and subcontractors must be registered with the Michigan Department of Labor and Economic Opportunity under Public Act 10 of 2023 — mandatory eligibility gates.
The scope encompasses repair of Type A and Type B concrete barrier walls (single-face and double-face configurations) damaged by crash-related impacts, plus miscellaneous concrete sidewalk work on state routes. Repair limits are up to 18 inches with specified reinforcement-steel placement — horizontal and vertical Grade 40 epoxy-coated dowel bars adhesively anchored into existing concrete. Work is limited to daytime operations; contractors must perform all labor, materials, equipment, maintenance of traffic, and site protection inclusive within quoted pay items. Contractors must use 5000 PSI concrete mix per Special Provision 20SP-804A-02 and comply with MDOT 2020 Standard Specifications for Construction. Lane closures must be pulled into shoulder closures at day's end. Traffic control payment is based on closure billing — each closure of up to one-half mile billable only once regardless of number of setups or jobs within that closure.
The contract runs for one year with four optional one-year renewal periods at the State's sole discretion. Pricing must remain firm for the entire five-year potential duration with no escalation permitted. Work is performed across three Transportation Service Centers (Macomb, Oakland, and Taylor). Prevailing wage requirements apply per the Michigan Prevailing Wage Act with county-specific rates established for Macomb, Oakland, and Wayne Counties. Bidders may establish uniform rates across all counties or county-specific pricing by line item. An optional pre-proposal meeting was held September 21, 2026 via Microsoft Teams. Anticipated contract commencement is November 1, 2026. Amendment 2 provides Q&A responses and pre-proposal meeting sign-in; Amendment 1 corrects Wayne County estimated quantities in Schedule B.
