About this file
This document is Amendment 2 to Request for Proposal (RFP) No. 260000002459 issued by the Michigan Department of Transportation (MDOT) for Barrier Wall Repair, As-Needed services in the Metro Region. The RFP seeks contractors to perform barrier wall repair work across three counties, with pricing based on unit rates. The pre-proposal meeting was held on September 21, 2026, at 9:01 a.m. via Teams and was designated as optional, meaning vendors are not required to attend to have their bids evaluated for award. The contract structure includes an initial one-year base term with four additional one-year renewal options. All lane closures must be pulled into shoulder closures at day's end, and contractors must use 5000 PSI concrete mix as specified in Special Provision 20SP-804A-02. Five contractors and two MDOT representatives attended the pre-proposal meeting: Anthony Macro (D. Macro Contractors), Mike Okon and Ray Czewski (Major Contracting Group), Blake Zapczynski (Z Contractors), Bill Bair (MDOT Oakland TSC), and Ruth Thole (MDOT Purchasing).
Pricing for this contract must remain firm for the entire contract period, covering the base one-year term plus all four optional renewal years, meaning no price adjustments or escalation will be permitted at any time during the five-year potential contract duration. Traffic control payment will be based on closure billing, with each closure of up to one-half mile billable only once regardless of the number of setups, takedowns, or jobs within that closure. MDOT acknowledged that providing a comprehensive list of open repairs with locations and estimated sizes would require additional time and committed to posting this information as soon as available, noting that a complete list for all three counties may not be obtainable. All inquiries regarding the RFP process should be directed to buyer Ruth Thole at 517-335-4972 or TholeR@michigan.gov.

Amendment 2
Request for Proposal (RFP) No. 260000002459 Barrier Wall Repair, As-Needed; Metro Region
Questions and Answers and Attendance list for the Optional Pre-Proposal Meeting.
Bidder’s Question State’s Answer
Will traffic control be paid for the same as in the previous contract? That is, each closure of up to 1/2 mile can only be billed for once regardless of how many times it is set-up and taken down, or how many jobs are in that closure?
Correct; payment per closure remains the same.
Are all lane closures required to be pulled into a shoulder closure at days end?
Yes
Will we be required to use the 5000 PSI mix for this contract?
Yes. This requirement is stated in Special Provision 20SP-804A-02 Concrete Barriers, Glare Screens, Bridge Barrier Railings, and Foundations for Light Standards and Supports which is specified in Schedule A, Section 7.2.
Can you provide a list of open repairs as of now with location & estimated sizes? This would help estimating the avg repair location.
It will take additional time to gather the list; MDOT will post list, in answer to this question, as soon as available. A list of jobs for all 3 counties may not be available.
The RFP provides for an initial one-year contract with four additional one-year renewal options, while the Pricing section states that pricing is firm for the entire length of the Contract. Please confirm whether the successful Contractor’s Schedule B unit prices will remain fixed throughout all four optional renewal periods, or whether unit-price adjustments/escalation will be permitted at the time each annual renewal option is exercised.
The “entire length of the Contract” means the base 1-year term plus any option years that are stated in the Standard Contract Terms. Therefore, bid prices must be firm for potentially 5 years;
MDOT will not consider price adjustments at any time during the term of the contract.
