About this opportunity

The State of Louisiana Office of State Procurement is requesting bids on barber services for the Louisiana Office of Juvenile Justice at OJJ Jetson Center for Youth in Baker, with bids due October 29, 2026 at 10:00 a.m. CST. Contractors must hold a current license from the Louisiana State Board of Cosmetology or the Louisiana Board of Barber Examiners — a mandatory eligibility requirement.

The scope covers five line items: full haircuts with line and shave; haircuts only; line and shave without haircut; line service only; and shave service only. Services are provided to approximately 36 male residents scheduled twice monthly or as needed, bi-weekly on Sundays between 8:00 a.m. and 4:00 p.m. The contractor must maintain a minimum of two years' verifiable work experience in barber services, furnish all equipment and supplies including clippers, shears, combs, brushes, towels, disinfectants, and sanitizing solutions (straight razors prohibited), maintain sanitary conditions and sanitize tools between haircuts, document services in a ledger, and maintain a clean work area. The facility provides a barber chair in good working condition, a designated clean work area, and standard electrical outlets. Travel to and from the facility is included in pricing. Cancellations require 24-hour advance notice; more than three cancellations within a two-month period may result in contract termination.

Compensation is calculated on a per-unit basis. The estimated annual volume is 912 units across all line items. The contract runs from award through June 30, 2027, with options to renew for two additional 12-month periods at the same prices and terms, for a maximum of 36 months. The State intends to award on an all-or-none basis to the lowest responsive and responsible bidder. Bid pricing must remain firm for 30 days minimum and for the entire contract period if accepted. Contractors must carry workers' compensation insurance with employers' liability of at least $1 million per accident, commercial general liability with minimum $1 million per occurrence and $2 million aggregate, and automobile liability with combined single limits of $1 million per occurrence. All insurance must carry an A.M. Best rating of A-:VI or higher and name the State as an additional insured. Written inquiries are due October 15, 2026, with responses by October 22. Bids may be submitted online through the LaGov vendor portal or in person at the Office of State Procurement in Baton Rouge; virtual attendance at bid opening is available via Zoom. Site contact is Reginald Robinson at (504) 232-9939.
