About this opportunity
The City of San Antonio Public Works Department is requesting bids on the Barbara Drive Drainage Phase 3 project, a storm drain and roadway reconstruction effort, with bids due September 4, 2026 at 2:00 p.m. CT through online bidding on CivCast. Small Business Economic Development Advocacy (SBEDA) subcontracting requirements and Local Preference Program and Veteran-Owned Small Business Preference Program compliance apply.
The scope involves upgrading the existing underground storm drain system from two 9x6 culverts to three 10x9 box culverts, including roadway reconstruction, curbs, sidewalks, and driveway approaches. El Montan Street will be reconstructed to restore street flow capacity and curb height with sidewalks, driveways, and other necessary items within available funding. The project includes SAWS water/sewer and CPS Gas relocations and surface adjustments. Substantial completion is required within 540 calendar days from contract award. Four project signs are required.
The estimated construction budget is $14,599,454.70, funded across City of San Antonio ($8.609 million), SAWS Water ($909,000), SAWS Sewer ($1.558 million), CPS Energy ($216,019.64), and alternates ($3.306 million). This is a unit price contract where quantities are estimated for budgetary purposes only; the City may order all, some, or none of the work shown and may award on the base bid alone or in combination with selected alternates. An early completion incentive of up to 10% from project contingency is available, contingent on sufficient funding and City Council or City Manager Delegation approval.
A non-mandatory pre-bid meeting is scheduled for August 13, 2026 at 10:00 a.m. CT via WebEx. Questions are due August 21, 2026 at 4:00 p.m. CT. All bids must include prices for all line items; blank prices result in disqualification. Bidders must submit all documents digitally through CivCast, including contract signature page, bid bond, VOSB Program Tracking Form, Subcontractor/Supplier Utilization Plan, and TEC Form 1295 certification. Compliance is required with prevailing wage rate and Heat Illness Ordinance requirements.
