About this opportunity

The Commonwealth of Pennsylvania is requesting bids on bagged de-icing materials (50-pound bags) as a supplement to IFB 6100060797 and 6100061430, with bids due July 20, 2026. The product is sodium chloride (rock salt) meeting PCID 1177 specifications for composition, purity, moisture content, particle size distribution, and anti-caking agent allowances.

Delivery is to two locations: the Department of General Services Warehouse in Harrisburg (estimated 5,733 bags annually) and all other using agencies statewide (estimated 3,087 bags annually), for a combined total of 8,820 bags annually. Bidders must submit pricing per bag on a truckload-delivery basis for each location. All items shall be delivered F.O.B. Destination within 30 days of the contract effective date, with the contractor bearing risk of loss and compensation limited to items delivered and accepted.

The contract term is one year with optional mutual renewal for up to two additional one-year terms upon 90 days' written notice from the Commonwealth and 60 days' consent from the contractor. The Commonwealth may extend any single term for up to three months on the same terms. Awards will be made by line item to the lowest responsive and responsible bidder.

Pennsylvania Reciprocal Limitations Act preferences apply under GSPUR-89: bidders must identify manufacturers and states of origin for all items, and Pennsylvania resident bidders claiming preference receive a calculation reduction based on the preference percentage their state of residency would grant to Pennsylvania suppliers. All suppliers must complete an Iran Free Procurement Certification Form and a Worker Protection Form (EO 2021-06) attesting to wage and hour compliance, safe working conditions, and adherence to applicable labor laws. Vendors electing COSTARS program participation must pay administrative fees upon award ($166 for DGS-verified Small Diverse Business or Small Veteran Business Enterprise bidders, $500 for DGS Self-Certified Small Business bidders, $1,500 for all others). Bids must be submitted electronically through the Commonwealth's SRM system. No pre-bid conference is scheduled; written questions may be submitted and responses will be posted as addenda on eMarketplace.
