Deliveries total 40 units per product per quarter (July, October, January, April), with service provision required within 48 hours of notification. All unit prices must be firm for 30 days and inclusive of freight, delivery, inside delivery, unpacking, and assembly to Louisiana State Penitentiary on an F.O.B. Destination basis.

The contract period runs from award through June 30, 2027, with optional renewal for two additional 12-month periods, not to exceed 36 months total. This is a blanket order contract; no shipments occur until the using agency submits a specific order. The State awards on an all-or-none basis to the lowest responsive, responsible bidder but reserves the right to reject individual line items. Contractors must carry Workers Compensation insurance, Commercial General Liability with $1 million per occurrence limits, and Automobile Liability with $1 million combined single limits, with the State named as additional insured. All personnel entering Department of Corrections facilities must provide security clearance information and comply with Prison Rape Elimination Act reporting requirements. Delivery is accepted Monday through Friday, 7:00 a.m. to 2:00 p.m. except holidays. Bids are submitted online via the LaGov vendor portal or by mail to the Office of State Procurement, 1201 North Third Street, Suite 2-160, Baton Rouge, Louisiana 70802.
