About this opportunity

Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is requesting qualifications for Automatic External Defibrillators (AEDs), inspection, maintenance, repairs, and supplies under a statewide contract with proposals due September 25, 2026 at 12:00 PM Eastern Time. This is a cooperative vehicle establishing multiple pre-qualified contractors to serve Michigan school districts and municipalities on an as-needed basis.

Vendors must meet mandatory qualifications: three customer references for AED maintenance services performed within the past five years, completed pricing schedules, and a detailed company services description. Partial bids on individual items (such as Philips FRx AED sales alone) are not permitted; vendors must bid on all required services. Criminal background checks and compliance with Huron Valley Schools Contractor Code of Conduct are required.

Huron Valley Schools currently maintains 36 AEDs across 20 school locations, including Philips HS FRx and G3 PH PLUS FA models. Vendors must identify which of ten regional Michigan service areas they serve. Pricing must be quoted F.O.B. Delivered/Destination with shipping prepaid and Net 30 terms. Vendors must provide unit pricing for new Philips Heartstart FRx AEDs with tiered quantity brackets (0–10, 11–19, 20–30 units), annual lump-sum and per-unit inspection and maintenance fees, hourly repair rates, replacement pad and battery costs, and percentage markups for other parts and supplies. All awarded vendors must include a 2.0% administrative fee to PPIM in pricing; sales tax and federal excise tax are excluded.

The Master Agreement runs three years with two optional one-year renewal periods. Award is anticipated in November 2026. Proposals are evaluated on Statement of Work (40 points), Company Profile (25 points), References (20 points), and Pricing (15 points). Questions were due September 9, 2026, with answers posted September 11. A virtual bid opening via Microsoft Teams occurs at 12:10 PM on September 25. Addendum 1 (issued September 15) clarifies that vendors cannot submit partial bids and must satisfy all mandatory qualifications, including the three-year experience requirement.
