About this opportunity

Renewable Water Resources (ReWa), a special-purpose district in Greenville County, South Carolina, is soliciting Construction Manager-at-Risk (CMAR) proposals for preconstruction and construction services on the Augusta Grove Regional Pump Station & Force Main project, with proposals due October 12, 2026, at 2:00 p.m. via PlanetBids and mandatory pre-proposal meeting and site visit on September 23, 2026, at 10:00 a.m. via WebEx. The project is funded through Economic Development Administration grants and South Carolina State Revolving Fund; ReWa will enforce federal contracting requirements including Davis-Bacon, Buy America, Build America (BABA), and American Iron and Steel mandates, making these compliance obligations decision-critical for bidders.

The scope encompasses design and construction of a new conveyance pump station, equalization pump station, dual wet wells, two 1.5-megagallon storage tanks, mechanical bar screen, chemical feed facility, odor control systems, standby generator, air-conditioned pump station building, asphalt access road, and 31,000 linear feet of 18-inch force main to convey wastewater from the Piedmont Water Resource Recovery Facility basin to the Mauldin Road basin with wet weather storage capabilities. Proposers must hold a South Carolina Contractor's License with Water & Sewer Plants Classification Group #5, demonstrate bonding capacity with a minimum A.M. Best rating of A++, and document completion of at least five wastewater pump station and/or force main projects within the last ten years, including at least two exceeding $10 million and one delivered via CMAR or progressive design-build.

Preconstruction compensation is a fixed fee plus hourly billing rates for extended services; construction phase compensation is cost-plus-fee with a Guaranteed Maximum Price structure. Final cost savings will be allocated 70 percent to ReWa and 30 percent to the construction manager. Proposals must not exceed 35 pages and include statement of qualifications, preconstruction and construction phase approach, safety performance data, proposed fees, and acceptance or exceptions to AIA A133-2019 and A201-2017 contract documents. Questions are due September 30, 2026, at 5:00 p.m. Preconstruction services award is anticipated October 26, 2026. Construction is currently slated for 2029 but may advance to 2027 or 2028 depending on funding and capital priorities.
