E-Procurement NOTE: All formal ReWa solicitations will be conducted through the online ReWa Bid Management Portal hosted by PlanetBids System (PB SystemTM). Vendors wishing to receive bid alert notices or participate in this solicitation must register.

1.0 Introduction

1.1 Public Notice

Renewable Water Resources (ReWa) is soliciting proposal packages for Construction Management at Risk Services (Preconstruction and Construction) for the Augusta Grove Regional Pump Station & Force Main project from a Contractor (CMAR) whose combination of experience and personnel will provide timely professional services to ReWa.

The Request for Proposals (RFP) document, addenda, clarifications, and all other related information will be posted on ReWa’s PlanetBids portal. Each CMAR proposer is responsible for checking this website to obtain the latest information.

ReWa intends to enter into a preconstruction services contract with the selected Proposer pursuant to the information contained in this RFP. Following completion of preconstruction services, ReWa intends to enter into a construction services contract with the selected Proposer if mutual agreement is reached on one or more Guaranteed Maximum Price (GMP) proposals for the Project. This solicitation does not limit the project to a single GMP or a fixed scope of work. At the Owner’s sole discretion additional GMPs may be issued to incorporate additional, or modify the presented, work packages as the project progresses. These subsequent GMPs will be negotiated and integrated into the contract through formal amendments or modifications.

1.2 Project Objective

ReWa is a special purpose district created in 1925 in Greenville, South Carolina. Its mission is to enhance the community’s quality of life by transforming wastewater into renewable resources through responsible and innovative solutions. ReWa provides wastewater collection and treatment services to more than 150,000 customers in Greenville County and portions of Spartanburg, Laurens, Pickens, and Anderson Counties. ReWa owns and maintains 9 Water Resource Recovery Facilities (WRRF), over 400 miles of pipelines, 89 pump stations, and receives wastewater from multiple independent sewer collection entities.

The objective of this project is to construct a new pump station and force main in the Greenville area to convey flow from the Piedmont WRRF basin to the Mauldin Road WRRF basin, as well as to provide additional wet weather storage for the basin.

1.3 Project Descriptions

The project includes the following elements:

• Conveyance pump station (pumping flow to the Mauldin Road WRRF

(MRWRRF)

• Equalization (EQ) pump station (pumping flow to the EQ tanks)

• Wet well for both sets of pumps.

• Variable frequency drives (VFDs)

• Pump station building air-conditioned and with a restroom, to house the controls and VFDs.

• Two 1.5-MG storage tanks.

• Mechanical bar screen

Renewable Water Resources 3

• Chemical feed facility

• Onsite odor control

• Permanent standby generator including automatic transfer switch

• Asphalt access road

• Miscellaneous yard piping

• Gravity sewer connecting the pump station to the two existing interceptors, including bypass planning during the connections.

• 31,000 linear feet of 18-inch force main

The following project exhibits are attached to this document as Appendix 2 to provide further details:

• Project Overview

• Preliminary Pump Station Site Layout

1.4 Budget

It is ReWa’s intent to finance the project through a combination of funding from Economic Development Administration (EDA), State Revolving Fund (SRF), and ReWa’s approved Capital Project Budget.

It is ReWa’s intention to move forward with the project. In the unusual situation when funds are not appropriated or otherwise made available to support continuation of performance in a subsequent fiscal period, the ReWa Procurement Code provides an option that the contract may be canceled at no additional cost to ReWa. At this time, this project is slated for construction in 2029. Please note, depending upon grant opportunities, funding sources, and other Capital Project spend projections that this project could move into construction in 2027 or 2028.

ReWa anticipates establishing multiple levels of contingency reserves to support successful delivery of the project. Such contingencies may include:

1. CMAR Contingency included within each GMP

2. Project Owner Contingency maintained outside the GMP for ReWa-directed changes and project-specific risks

The Project Owner Contingency and Project Contingency shall remain under the sole control of ReWa and shall not be considered part of the CMAR’s GMP.

The selected CMAR shall assist ReWa and the Design Engineer in developing recommended contingency amounts, risk allocation methodologies, reporting requirements, and contingency utilization procedures for each Project.

Please note: Funding through the State Revolving Fund (SRF) in South Carolina will be used to fund all or part of this project. As a result, the project will be subject to federal contracting requirements associated with the funding. In anticipation of these funds, ReWa will apply federal contracting requirements and will be responsible for oversight of these requirements. This project will also have Davis Bacon, Build America, Buy America (BABA) and American Iron and Steel requirements.

Renewable Water Resources 11

Augusta Grove Regional Pump Station & Force Main

C. Tab 4C: Construction Cost Estimating As an important element of the preconstruction scope of work, the selected Proposer will be required to develop construction cost estimates as outlined in Appendix 4, Article 3.1.6.

Provide information that can be used to assess the Proposer’s qualifications, estimating tools, methods, assumptions, and formats to be used for developing and presenting estimates, including examples of typical open-book cost documentation the CMAR Contractor will provide to ReWa. Describe approach to demonstrate how any CMAR Contractor self-performance is the best value to ReWa, and methods that the open-book cost documentation will facilitate ReWa and Engineer to collaborate with CMAR and mitigate key contingency items throughout the design progression. Annotations describing information presented are recommended.

D. Tab 4D: Subcontracting Plan Provide approach for Subcontracting Plan including recommendations on packaging of key trade packages and work components which will be self-performed and work components that will be subcontracted.
