About this opportunity
The Texas Health and Human Services Commission is requesting bids for assorted snack products for the canteen at Mexia State Supported Living Center under IFB HHS0017722_V3, with responses due September 9, 2026, at 10:30 AM Central Time.
The solicitation covers NIGP commodity classes spanning snack and food products (375/00, 380/00, 385/00, 390/69, 393/00, 640/60, and 660/10, 50, among others). Pricing must be submitted as firm, fixed prices on Exhibit C-Pricing Sheet by unit of measure for each line item. The historical monetary value for the same or similar goods over the prior 12 months (September 1, 2025, through August 31, 2026) was $75,000, provided as a guideline and not a guarantee of actual volumes. Deliveries must occur between 7:00 AM and 2:00 PM on specified dates (excluding 11:00 AM to noon) to the Mexia facility address. Vendors bear all delivery-related costs, including warehouse charges, overtime, and re-stacking fees. Products failing to meet specifications or differing from awarded items will be rejected and returned at vendor expense; emergency purchases may be charged back to the vendor.
The contract term runs from September 1, 2026, through August 31, 2027, with one optional one-year extension available at HHSC's sole discretion. Price adjustments during the contract term are permitted only at HHSC's discretion and may correlate to the Consumer Price Index or federal minimum wage increases, provided the contractor submits proper documentation. The anticipated contract start date is September 11, 2026.
Evaluation criteria include bidder qualifications, ability to meet delivery requirements, past performance verification, and pricing. HHSC reserves the right to make single or multiple awards to achieve best value. Awards are contingent on HHSC Executive Commissioner approval. No vendor and HUB conference was scheduled. Respondents must complete Solicitation Affirmations (Exhibit A) and HHS Contract Affirmations and Uniform Terms and Conditions (Exhibit B), including certifications regarding debarment status, human trafficking prohibitions, cybersecurity compliance, E-Verify requirements, conflict of interest, and artificial intelligence disclosure. Bids may be submitted through the optional HHS Online Bid Room or through alternative methods identified in the primary solicitation; technical difficulties with the online bid room do not constitute grounds for protest. Questions were due August 27, 2026; responses were posted as an addendum on September 2, 2026.
