About this opportunity
The Maryland State Highway Administration (SHA) Office of Procurement and Contract Management is requesting bids for Aspose 2026 software licensing under IFB OIT-IFB-2026-006, with bids due January 12, 2026 at 9:00 a.m. via the eMaryland Marketplace Advantage electronic procurement system. Addendum No. 1, issued January 7, 2026, removed the Small Business Reserve designation from the original solicitation.
The procurement seeks .NET APIs for automated processing, manipulation, and merging of Microsoft Word and Adobe PDF documents to support assembly of approximately 1,200 Invitation for Bid books annually. Each book comprises approximately 45 documents totaling 175 pages. Current manual assembly requires five teams of 25 staff members each working 20 hours per week — approximately 2,500 labor hours weekly or 97,500 hours annually. Aspose implementation is estimated to reduce this workload by approximately 75 percent.
This is a single-award, firm fixed-price contract with a one-year term and no renewal options. Evaluation is based solely on total bid price, awarded to the responsive and responsible bidder submitting the lowest price. No set-asides, subcontracting goals, or minimum qualifications are identified. No pre-bid conference or site visits are scheduled. No questions due date is specified.
Vendors must acknowledge Addendum No. 1 by signing the signature block and attaching the entire addendum to their technical bid response. Bidders must register with the Maryland Department of Assessments and Taxation prior to award consideration. The successful contractor must accept payment by electronic funds transfer unless exempted by the State Comptroller's Office. Inquiries should be directed to Procurement Officer Corteze Haley-Grimes at CHaleyGrimes@mdot.maryland.gov. Aspose has been in use by MDOT SHA since 2021. No federal funding is involved.
