About this opportunity
Manchester Public Schools is requesting proposals for asphalt paving and site preparation at Bennet Academy, with proposals due July 22, 2026 at 10:00 a.m. and a mandatory walk-through on July 15 at 10:00 a.m. Prevailing wage requirements apply if the total project cost exceeds $100,000; the Town of Manchester's Living Wage Ordinance requires covered employers with contracts exceeding $25,000 in any fiscal year to pay eligible employees $17.78 per hour with comprehensive health benefits or $26.07 per hour without benefits, adjusted annually.
The scope encompasses site preparation, grading, demolition, tree and stump removal, excavation, placement of 10 inches of processed aggregate base, 3 inches of Class 2 asphalt pavement over approximately 2,320 square feet (58 feet by 40 feet), finish grading, topsoil placement, and site restoration with seeding. All work must be completed by August 26, 2026. The contractor must obtain necessary building permits; town fees are waived but state fees remain the vendor's responsibility.
Insurance requirements include Commercial General Liability of $1,000,000 single occurrence / $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single accident, Worker's Compensation per Connecticut law, and excess umbrella coverage of $1,000,000. A one-year warranty on all materials and workmanship is required, and 5% retainage may be held for up to one year after project completion.
Proposals will be evaluated on six equally weighted criteria: industry experience, previous experience in the district, quality of product and services, competitiveness of the price proposal, completeness of the proposal package, and references. Vendors must submit the original and two complete copies of their proposal, including completed vendor documents, affirmative action statements, background check compliance agreements, indemnification statements, non-collusive statements, and living wage certification. Manchester Public Schools reserves the right to reject any and all proposals and to award to multiple vendors. Proposals should be submitted to Karen L. Clancy, Assistant Superintendent of Business Services, 45 North School Street, Manchester, CT 06042.
