About this opportunity
The State of Utah Division of Purchasing, conducting the procurement on behalf of the State of Utah Division of Wildlife Resources, is requesting bids under IFB AS27-115 for mastication services on approximately 1,555 acres at Oak Flat near Coral Pink Sand Dunes State Park, with bids due October 16, 2026. Participation is limited to prequalified contractors currently on the State of Utah Pre-approved/Pre-qualified Vendor list; vendors not on this list may not submit.
The scope comprises vegetation removal of Pinyon and Juniper trees at elevations of 6,000 to 6,500 feet, with an estimated 30 trees per acre averaging 15 inches in diameter. Contractors must furnish a minimum of two mobile, tracked or wheeled, hydraulically or PTO-driven mechanical mulchers with competent, fully qualified operators capable of working on slopes up to 35 percent. An English-literate supervisor must remain on-site during all operating hours. The project runs from November 1, 2026, through March 15, 2027, with contractors required to begin work within seven calendar days of receiving Notice to Proceed. High-pressure equipment washing before entering and exiting project lands is mandatory to prevent noxious weed spread.
Bidding is on a per-acre price basis across all 1,555 acres, with pricing covering all labor, equipment, mobilization, and operating costs; no fuel surcharges or price adjustments will be negotiated. Vendors must guarantee pricing through project completion. Award will be made to the lowest responsive and responsible bidder. The State will make one lump-sum final payment following final inspection, with partial payments available only upon written prior approval.
Terms require workers' compensation insurance with statutory limits, commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million per occurrence if vehicles are used. Contractors must comply with federal and state employment laws and E-Verify requirements. No mandatory site visit is required. Performance evaluations use weighted scoring on Quality of Product or Service (multiplied by 8), Timeliness (multiplied by 8), and Contract Management (multiplied by 4), with a minimum 60-point average required to remain on the prequalification list.
