About this opportunity

The State of Utah Division of Wildlife Resources is requesting bids on lop and scatter services for the Clarks Valley project under IFB AS27-113, with bids due October 2, 2026 — a highly restrictive procurement limited to prequalified contractors only. Vendors not on the current pre-approved/pre-qualified vendor list are prohibited from submitting.

The scope encompasses pinyon and juniper removal and thinning across approximately 1,137.6 acres in Carbon and Emery Counties near Wellington, Utah, divided into nine management zones (B1–B9). Work includes full removal on 190.8 acres and thinning at or below 10 inches at collar height on 946.8 acres at elevations around 5,500 feet and above. All work must be completed between October 12, 2026, and November 30, 2026, with extensions possible only upon prior Project Manager approval and documented favorable weather conditions. Winter conditions are expected to create significant access challenges; the State strongly advises completion before snow accumulation.

Bidding is on a per-acre price basis extended across the full 1,137.6 acres to establish total project cost. All mobilization, labor, equipment, supervision, transportation, operating supplies, GPS instruments, and environmental compliance are the contractor's responsibility. No fuel surcharges or price adjustments will be negotiated; pricing must remain fixed through project completion. Payment will be made as one lump sum following final inspection and acceptance.

The State will award a single contract to the lowest cost responsive and responsible vendor. The contractor must maintain on-site English-literate supervision, provide workers' compensation and general liability insurance with minimums of one million dollars per occurrence and three million dollars aggregate, and comply with Utah Code Annotated 63G-6a, anti-boycott provisions, and E-verify employment verification requirements. No mandatory site visit is required, though bidders are encouraged to inspect the site at their own expense. A pre-work conference will be held at the project site prior to commencement.
