About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the State of Utah Division of Wildlife Resources, issued IFB AS27-109 for mastication services at Peter's Point with bids due September 25, 2026. Participation is limited to prequalified contractors only — vendors not on the current Pre-approved/Pre-qualified Vendor list are ineligible to submit.
The scope involves mechanical mastication (shredding) of Western Juniper and Colorado Pinyon Pine trees up to 12 inches in diameter across approximately 844 acres in the Abajo Mountains near Monticello, Utah. Work must reduce vegetation to a maximum fuel bed depth of 6 inches and be completed within 120 calendar days from the Notice-to-Proceed. Contractors must furnish all equipment, including at least one mobile tracked or wheeled mechanical mulcher capable of handling trees up to 16 inches in diameter on slopes up to 35 percent, plus GPS-capable tablets for work tracking. Work is restricted to periods when snow depth is less than 6 inches and soil moisture permits equipment operation. The contractor must comply with fire season restrictions set by Manti La Sal National Forest, equipment washing protocols to prevent noxious weed spread, and archaeological resource protection. An English-literate on-site supervisor is required. Payment is a single lump sum upon project completion and final inspection approval, contingent on prior written authorization for any partial payments.
The contract is awarded on a fixed per-acre basis with no fuel surcharges or price adjustments permitted; vendor pricing must remain firm through project completion. Contractor must maintain commercial general liability insurance of at least $1 million per occurrence / $3 million aggregate and workers' compensation insurance. No mandatory site visit is required, though independent site inspection is encouraged. Questions must be submitted through U3P. Award will be made to the lowest cost responsive and responsible bidder. Five prequalified contractors submitted bids ranging from $204,248 to $411,872 total ($242 to $488 per acre).
