About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the State of Utah Division of Wildlife Resources, is requesting bids on lop and scatter services at Red Canyon West under IFB AS27-105, with bids due September 29, 2026. Participation is restricted to prequalified contractors only — bidders must be on the current Pre-approved/Pre-qualified Vendor list or their bids will be rejected as non-responsive.
The scope covers hand cutting of standing live or dead Pinyon pine and Juniper trees and saplings across approximately 3,127 acres in Sevier and Sanpete Counties near Salina, Utah, at elevations from 5,700 to 8,000 feet. Work is scheduled October 1, 2026 through December 1, 2027, with all work required complete by December 1, 2027. No contract time extensions are permitted due to wildlife habitat timing stipulations. Work is prohibited between May 1 and August 1 annually without prior written approval due to migratory bird nesting restrictions. Winter stoppages may occur at the sole discretion of the state or federal partner due to frozen soil or other winter conditions; no additional time will be provided for winter stoppage or other climatologic circumstances.
The contractor must submit bids on both per-acre and total cost bases. All pricing must include mobilization, equipment, labor, and operational costs with no fuel surcharges or price adjustments negotiable. The vendor must guarantee pricing through project completion. Partial payments will not normally be considered; a single lump-sum final payment will be made following final inspection based on actual completed acreage.
The contract will be awarded to the lowest responsive and responsible bidder based on bid price and prior performance references. The contractor must designate an English-literate on-site supervisor during operating hours, provide emergency transportation, and begin work within seven calendar days of receiving notice to proceed. No mandatory site visit is required. Insurance requirements include workers' compensation at statutory limits, commercial general liability of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability of $1 million per occurrence if vehicles are used.
