About this opportunity

The City of Jacksonville is requesting qualifications for multiple as-needed professional services contracts for miscellaneous Public Works projects, with qualifications due July 30, 2026. A 20% Jacksonville Small and Emerging Business (JSEB) participation goal applies.

The scope encompasses professional engineering, architecture, surveying and mapping, landscape architecture, planning, environmental, geotechnical, construction administration and support, and related professional services on a non-exclusive basis. Work assignments will be issued through individual work orders across disciplines including mechanical, electrical, plumbing, structural engineering, interior design, space planning, traffic studies, environmental assessments, and utility location.

The initial contract term is five years with no renewal options, exercisable at the City's sole discretion subject to mutual agreement and appropriation of funds. Individual project assignments must not exceed the statutory continuing contract threshold of $7.5 million per project or $500,000 for study activities. Funding for each specific project derives from the Capital Improvement Program (CIP) or Community Redevelopment Agency (CRA) capital budget, with unspent funding rolling over at the City's discretion. The City makes no guarantee regarding the volume of work to be assigned and reserves the right to procure similar services through other contracts or methods.

Award will be made to all qualified firms scoring 70 points or greater on the evaluation criteria. Pricing will be negotiated with selected firms using a Schedule of Proposed Rates submitted after selection; a price sheet is provided for reference only and should not be included in responses. Proposed overhead rates must not exceed 175% of direct labor; rates exceeding 175% require Federal Acquisition Regulation compliance and certification by a Certified Public Accountant, with an absolute ceiling of 200%.

A non-mandatory pre-bid meeting was held June 18, 2026. The question cutoff date was July 17, 2026.
