About this opportunity

The County of Los Angeles Department of Parks and Recreation is conducting a Request for Statements of Qualifications (RFSQ) to establish Master Agreements for as-needed Golf Course Operation Services. The procurement seeks qualified vendors to provide comprehensive golf course maintenance and operation services for multiple county golf facilities, including management of ancillary operations such as banquet rooms, pro-shops, and coffee shops. Minimum contractor qualifications are stringent, requiring a minimum of five years of experience within the last ten years, specifically demonstrating concurrent management of three or more golf courses. Of those five years, three must be within the past five years and must include managing or operating a public facility. The original submission deadline for Statements of Qualifications was set for 12 noon on Monday, April 1, 2019, to be submitted to the Department of Parks and Recreation Contracts Division located in Alhambra, California. Vendors were instructed to download complete RFSQ documentation from the county's website at http://doingbusiness.lacounty.gov/ and were advised that submissions received after the initial deadline would be evaluated subsequent to the execution of initial Master Agreements.

The RFSQ documentation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors or current contractors were identified in the provided materials. The procurement does not specify a precise award value or budget range for the Master Agreements. The County demonstrated a commitment to accessibility, pledging to accommodate persons with disabilities in accordance with the Americans with Disabilities Act and designating an ADA Coordinator to ensure compliance. Interested vendors were encouraged to request reasonable accommodations, including sign language interpretation and alternative format materials with a three-day advance notice. The procurement appears designed to create a flexible, pre-qualified vendor pool that can be engaged on an as-needed basis for golf course operations, allowing the County of Los Angeles Department of Parks and Recreation to efficiently manage and maintain its golf course facilities through multiple potential service providers.
