About this opportunity
The City of Brighton, Colorado is requesting proposals for as-needed fiber optic cable installation, maintenance, and repair services under RFP #26500361M, with proposals due September 11, 2026 at 10:00 a.m. Mountain Time and questions due August 18, 2026. The Keep Jobs in Colorado Act applies, requiring contractors to employ Colorado labor for at least 80% of work unless a waiver is granted due to insufficient local labor availability.
The scope encompasses routine operations and maintenance, fiber network relocations and expansions, and non-emergency and emergency restoration and repair services. Contractors must furnish all labor, equipment, supplies, and materials. Proposals must include fully burdened hourly rates for all disciplines covering regular hours, after-hours, and emergency work, plus equipment rates, material and subcontractor markups, traffic control units, and mobilization fees on a City-provided Fee Schedule.
The resulting award is a Master Price Agreement with an initial one-year term, renewable annually for up to four additional one-year terms at the City's option, subject to satisfactory performance and City Council approval. No guaranteed or implied level of work is promised. Pricing for the base term and all four optional renewal terms must be submitted, with no more than a 3% term-over-term increase permitted without sufficient justification.
Performance and Payment Bonds equal to 100% of task order amounts are required, along with Labor and Material Payment Bonds and Maintenance Bonds, all from Colorado-authorized sureties. A 5% retainage fee applies to construction task orders exceeding $150,000. The City reserves the right to award to one or multiple contractors and may supply any or all materials. An addendum, if necessary, will be issued by August 28, 2026. Proposals must be submitted electronically via BidNetDirect.com. The contract point of contact is Kelsey Archuleta at procurement@brightonco.gov.
