About this opportunity

The San Francisco Public Utilities Commission Infrastructure Division is requesting bids for as-needed ductile iron water main replacement at various locations throughout the City and County of San Francisco, with bids due October 8, 2026 at 2:00 p.m. A Local Business Enterprise subcontracting requirement of 20 percent applies and can only be met with CMD-certified San Francisco Micro and Small-LBEs; PUC-LBEs and prime or joint venture level LBE participation do not count toward this requirement.

The scope covers replacement of approximately 5,000 linear feet of ductile iron water mains annually over a three-year term, supporting low-pressure potable water systems, high-pressure emergency fire water system (EFWS) pipelines, leak and break repairs, and new development projects. Work locations include the City and County of San Francisco, Yerba Buena Island, and Treasure Island. Incidental work includes trucking, hauling, shoring, pavement restoration, saw cutting, and traffic control. A Class A California Contractors License is required; all subcontractors must hold appropriate active licenses for their respective work scopes. Bidders must complete and pass the Safety Prequalification Web Form at least three weeks prior to bid opening.

The estimated project cost is $27,545,000 over the three-year contract period. Bid discounts may be applied under San Francisco Administrative Code Chapter 14B. All bidders must submit documented Good Faith efforts on CMD Form 2B unless they exceed the LBE subcontracting requirement by at least 35 percent; failure to comply with Chapter 14B requirements renders a bid non-responsive and ineligible for award.

A non-mandatory pre-bid conference and contractor networking teleconference is scheduled for September 22, 2026 at 10:00 a.m. via Zoom. Interested bidders may request electronic bidding forms by emailing qbd@sfwater.org with contract number WD-2877, firm name, full address, email, phone number, contractor's license copy or business card, and government-issued identification. Questions should be directed to Jason Chow at (415) 551-4814 or Jason.Chow@sfgov.org.
