About this file
This is a Bid Notice issued by the San Francisco Public Utilities Commission (SFPUC) Infrastructure Division for an as-needed ductile iron water main replacement project at various locations throughout the City and County of San Francisco, including Yerba Buena Island and Treasure Island. The project objective is to perform water main replacement primarily for low-pressure potable water systems and high-pressure emergency fire water system (EFWS) pipelines, while supporting leak and break repairs and new development projects. Approximately 5,000 linear feet of ductile iron water mains will be replaced annually over a three-year contract period. The bid is due on October 8, 2026, at 2:00 PM. A non-mandatory pre-bid conference and contractor networking teleconference is scheduled for September 22, 2026, at 10:00 AM via Zoom. Interested bidders may request electronic bidding forms by emailing qbd@sfwater.org with the contract number WD-2877, firm name, full address, email, phone number, contractor's license copy or business card, and government-issued identification. Work opportunities include trucking, hauling, shoring, pavement restoration, saw cutting, and traffic control.
The estimated project cost is $27,545,000. A Class A California Contractors License is required to bid, and all subcontractors must possess appropriate active licenses for their respective work scopes. Bidders must complete and pass the Safety Prequalification Web Form at least three weeks prior to bid opening. The Local Business Enterprise (LBE) subcontracting requirement is 20 percent, which can only be met with CMD-certified San Francisco Micro and Small-LBEs; PUC-LBEs and prime or joint venture level LBE participation do not count toward this requirement. Bid discounts may be applied in accordance with San Francisco Administrative Code Chapter 14B. All bidders must submit documented Good Faith efforts with their bids on CMD Form 2B, unless they exceed the LBE subcontracting requirement by at least 35 percent. Failure to comply with Chapter 14B requirements may result in a bid being deemed non-responsive and ineligible for contract award. Additional information regarding LBE requirements is available from Jason Chow at (415) 551-4814 or Jason.Chow@sfgov.org.
