About this opportunity
The County of Los Angeles Department of Beaches and Harbors is conducting a Request for Statements of Qualifications (RFSQ) to establish as-needed California Coastal Commission consultant services through Master Agreements. The primary objective is to secure qualified vendors who can effectively advocate for the County's interests in matters pending or to be brought before the California Coastal Commission. Vendors must demonstrate a minimum of five years of experience within the last ten years, specifically consulting with public and private sector developers on California Coastal Commission proceedings, including Local Coastal Program Amendments and coastal permits. The selection process will be based entirely on the qualifications of the firms submitting proposals, with the County potentially establishing additional minimum qualifications. The initial submission deadline is set for 5:00 p.m. on February 26, 2025, though the County will continue to accept Statements of Qualifications (SOQs) throughout the duration of the Master Agreement. Interested parties can access detailed RFSQ documentation through the County's doing business website (https://doingbusiness.lacounty.gov/) and the Department of Beaches and Harbors website (http://beaches.lacounty.gov/request-for-proposals/). For further information or inquiries, vendors are directed to contact Jean Dao via email at Contracts@bh.lacounty.gov.
The solicitation does not specify any specific set-aside designations, disadvantaged enterprise requirements, or restrictions on responding organizations beyond the experience qualifications. No information is provided about incumbent vendors, current contractors, or existing technological infrastructure that might require integration. Similarly, the RFSQ documentation does not outline specific award values or budget ranges for the consulting services. The County explicitly reserves the right to cancel the RFSQ and modify any terms and conditions, including minimum qualifications, providing flexibility in the procurement process. Potential vendors should carefully review the complete RFSQ documentation to understand the full scope of requirements and expectations for providing California Coastal Commission consulting services. The continuous acceptance of SOQs suggests the County is seeking to maintain a pool of qualified consultants who can be engaged on an as-needed basis for specific coastal commission-related advocacy and consulting work.
