The City of Clearwater is requesting sealed bids for a one-time purchase and delivery of genuine, virgin Bayoxide E33 arsenic removal media for Reverse Osmosis Plant #1 under ITB 54-26, with bids due September 3, 2026 at 10:00 a.m. The product specification is a single-source requirement (Bayoxide E33), a decision-flipping constraint for vendor qualification and sourcing.
The scope is 1,040 cubic feet of media supplied in twenty flexible intermediate bulk containers at 52 cubic feet each, configured for crane handling with top closure and bottom discharge spouts. The product must be certified compliant with ANSI/NSF Standard 61 for drinking water and accompanied by current certificates of analysis or conformance and manufacturer product data sheets. Delivery is required within ninety calendar days of purchase order transmission to the RO1 facility at 1657 Palmetto Street, Clearwater, Florida 33765 during regular business hours (Monday–Friday, 6:30 a.m. to 4:30 p.m.).
Vendors must demonstrate a minimum of three years' experience supplying Bayoxide E33 for public drinking water treatment facilities and provide three current customer references from similar applications within the last three years. Required insurance includes commercial general liability of $1 million per occurrence and $2 million general aggregate, commercial automobile liability of $1 million combined single limit, and statutory workers' compensation. Bidders must submit W-9 forms, Scrutinized Companies certification, Anti-Human Trafficking Law compliance documentation, and E-Verify system certification. All pricing must be firm, submitted on an FOB Destination, Freight Prepaid and Allowed basis, and include all labor, packaging, freight, transportation, delivery, handling, insurance, and related costs. Payment terms are NET30 via Electronic Funds Transfer or Automated Clearing House.
The contract commencement is anticipated for October 2026 with an initial term extending until completion of the one-time delivery; no renewal options are included. The City reserves the right to reject any or all bids and requires replacement of rejected shipments at no additional cost. This solicitation may be fully or partially grant-funded, subject to Davis-Bacon Act requirements, debarment and suspension regulations, and domestic preference requirements for goods produced in the United States. Questions are due August 24, 2026 at 10:00 a.m. via the City's e-Procurement Portal. Council authorization is anticipated in October 2026.
