About this opportunity
The State of Ohio Adjutant General's Department is requesting quotes for pavement milling and overlay work at Army Aviation Support Facility 2, located at 8227 South Access Road in Columbus, with bids due September 30, 2026, and a mandatory site visit on September 23 at 10:00 a.m.
The project scope covers milling and overlaying approximately 38,250 square yards of defective asphalt on the aircraft parking apron, with select areas requiring 4-inch milling depth due to excessive cracking. Work includes applying a 2-inch topcoat (4 inches where significant cracking exists) using #448 Type 1 asphalt surface materials, tack coat application, and striping approximately 6,750 linear feet with yellow semi-permanent reflective traffic paint. Two alternate bid options are offered: Option 1 covers 10,100 square yards at the north end of the flight facility; Option 2 covers 19,625 square yards on the southern parking apron. Contractors must remove millings and spoils from the installation and provide waste disposal or recycling tickets before final payment. Prevailing wages are required. All personnel accessing the secure military installation must possess valid Real ID-compliant identification or federally recognized identification; the Ohio Army National Guard will provide escort during the pre-bid visit. Awarded contractors must submit information for background checks on all staff requiring unescorted base access. Close coordination with aircraft maintenance personnel is required to minimize disruption to ongoing operations.
The contract is subject to domestic preference provisions under the Buy American Act, Ohio product preferences under R.C. 125.09 and 125.11, and the Veteran-Friendly Business Procurement Program. Bids must remain firm for 60 days after opening. Award goes to the lowest responsive and responsible bidder. All applicable MBE, EDGE, VBE, or WBE certifications must be submitted if relevant. Compliance documentation includes ACCORD Certificate or Certificate of Liability Insurance, Bidder's Certification Form, Affirmative Action Program Verification Form, current BWC Certification, Secretary of State Charter/Registration Number, and Contractor/Subcontractor Affirmation and Disclosure Form. The State prohibits expenditure of public funds for services provided outside the United States or that allow state data to be processed, stored, or accessed remotely outside U.S. borders without a signed waiver. The point of contact is SMSgt Robert E. Sommers at 614-336-7414 or robert.e.sommers.civ@army.mil. Questions are due before the site visit.
