About this file

This Statement of Work outlines pavement repair requirements for the Ohio Army National Guard's Army Aviation Support Facility 2, located at 8227 South Access Road, Columbus, Ohio. The primary project involves milling and overlaying approximately 38,250 square yards of defective asphalt pavement on the aircraft parking apron, with select portions requiring 4-inch milling depth due to excessive cracking. The work includes applying a 2-inch topcoat (4 inches where significant cracking exists) using #448 Type 1 asphalt surface materials with proper tack coat and striping approximately 6,750 linear feet with yellow, semi-permanent reflective traffic paint. Two alternate bid options are available: Bid Option 1 encompasses 10,100 square yards at the north end of the flight facility, and Bid Option 2 covers 19,625 square yards on the southern portion of the parking apron. A mandatory pre-bid site visit is scheduled for September 23, 2026, at 10:00 AM at the main Rickenbacker gate. The point of contact is SMSgt Robert Sommers at 614-336-7414 or robert.e.sommers.civ@army.mil. All contractors must remove millings and spoils from the military installation and provide proper waste disposal or recycling tickets before final payment. The project requires prevailing wages.

All personnel accessing the secure U.S. government installation must possess valid Real ID-compliant identification or other federally recognized identification, with representatives from the Ohio Army National Guard providing escort during the pre-bid site visit. Contractors awarded the contract must submit information for background checks on all staff requiring unescorted base access. Close coordination with aircraft maintenance personnel is required to minimize disruptions to ongoing aircraft operations. Invoices should be submitted on company letterhead or standard invoice documents and include itemized descriptions with pricing; the State of Ohio is tax-exempt. The preferred invoicing method is email submission to ng.oh.oharng.mbx.invoices-dimr@army.mil, with an alternative mailing address provided at the Adjutant General's Department, 2825 West Dublin Granville Road, Columbus, Ohio 43235.
