About this opportunity
Dutchess BOCES, on behalf of Arlington Central School District, is requesting proposals for a television studio upgrade at Arlington High School under RFP #2627-09, with proposals due August 24, 2026 at 2:00 p.m. and a mandatory site walkthrough on August 3, 2026 at 12:30 p.m. This is a public works project subject to New York State Labor Law Article 8 prevailing wage requirements (PRC# 2026019751).
The scope encompasses furnishing, delivering, installing, integrating, programming, testing, and commissioning a complete television studio upgrade including video production and switching systems, studio lighting with LED fixtures and control consoles, intercom and communication systems, displays and audio distribution equipment, and studio accessories such as backdrop curtains and track hardware. The contractor must provide all labor, materials, equipment, supervision, testing, commissioning, operating manuals, system documentation, on-site training for district personnel, and a minimum of one year of warranty service and support. Work also includes removal or repurposing of existing fixtures.
Contractors must hold valid licenses, demonstrate a minimum of two years' experience providing similar television studio services, maintain active New York State Department of Labor registration, and provide three business references. Performance bonds and labor and material payment bonds equal to 100 percent of the contract sum are required within ten business days of award. Commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate is mandatory, along with $1,000,000 combined single limit automobile liability, statutory workers' compensation and disability insurance, and $3,000,000 umbrella/excess coverage (or $10,000,000 for higher-risk projects); all policies must name Dutchess BOCES and Arlington Central School District as additional insureds.
Pricing must be firm for the contract duration with no additional charges except through written change orders approved in advance. Payment terms are net forty-five days on an invoice basis, with certified payrolls required under Labor Law Article 8; for projects exceeding thirty days, progress payments tied to deliverables may be authorized with ten percent retainage until final completion. Questions are due in writing by August 7, 2026. The contract is performance-based and concludes upon project completion and final payment. Dutchess BOCES reserves the right to reject any or all proposals and award to the responsive and responsible proposer offering best value.
