About this opportunity
The City of Lake Worth Beach is requesting qualifications from architectural and engineering firms to design a new Electric Utilities Administration Building, with submissions due August 5, 2026, following Florida's Consultants' Competitive Negotiations Act (CCNA) under Section 287.055, Florida Statutes.
The facility is a two-story, approximately 14,000 square foot hardened and mission-critical building designed to withstand Category 5 wind loads, featuring redundant mechanical, electrical, and communications systems capable of 24/7/365 operations during extended utility service interruptions. The building will house Electric Utilities administration and engineering staff, customer service personnel, Leisure Services administration, and an Emergency Operations Center component. The site is undeveloped City property north of the existing Building Department/Warehouse and Utilities Field Complex at 1900 2nd Ave North, Lake Worth Beach, Florida 33461.
The scope encompasses site planning, building design, structural engineering, MEP systems design, landscape design, permitting coordination, preparation of bidding and construction documents, contract administration support, and engineering inspections.
The evaluation committee will short-list respondents on a 100-point scale weighing personnel capability and experience (20 points), firm's past performance on similar projects (25 points), project approach and methodology (25 points), client management and project staffing (20 points), and litigation/termination history and small or minority business enterprise status (10 points combined). Shortlisted firms will present orally and be evaluated separately on professional personnel ability, past performance, comprehensive project approach, current workload, and location/convenience to City staff. The City will negotiate with the highest-ranked firm; if negotiations fail, it may proceed with the next-ranked firm.
No pricing is specified in the RFQ; fee schedules are required during negotiation following short-list announcement. Respondents must maintain professional liability insurance of $1 million per occurrence, general liability of $1 million per occurrence/$2 million aggregate, workers' compensation, automobile liability of $1 million combined single limit, and cyber/privacy liability of $1 million per occurrence, with the City named as additional insured. Questions are due July 15, 2026 at 4:00 p.m. Short-list announcement is anticipated in August/September 2026, with oral presentations in September 2026 and contract negotiations in October 2026.
