About this opportunity

La Cañada Unified School District is requesting qualifications and proposals from architectural and engineering firms for design services on a utilities infrastructure replacement project at La Cañada High School, with proposals due July 21, 2026 at 5:00 p.m.

The scope encompasses comprehensive A/E services to replace aging underground utilities including chilled water and heating water piping from the central plant HVAC system, domestic water, irrigation mains, sewer, and storm drains across the 26-acre LCHS campus. The project will be phased in three stages to allow construction while the school remains operational. Services include site investigations, conceptual through design-development phases, schematic design, agency coordination and review, Division of State Architect (DSA) submittal and review, bidding and contracting support, and construction administration. Construction is anticipated to begin in June 2027.

Firms must demonstrate extensive experience with DSA review processes, the Uniform Building Code, Title 24 of the California Code of Regulations, utilities infrastructure projects, central plant hydronic piping systems, multi-phase construction design, and school district work. Respondent firms should be qualified to coordinate with a state agency and manage complex phasing constraints.

Proposals must not exceed 25 pages and should include a cover letter, statement of qualifications, executive summary, and comprehensive narrative addressing firm experience, personnel qualifications, and sub-consultant information. The proposal section must detail scope and methodology, schedule, and a fixed-fee cost breakdown with all-inclusive hourly rates for additional services, reimbursable expenses, and billing rates. A feasibility study dated May 30, 2025, prepared by Psomas and including utility mapping, phasing recommendations, and landscape/hardscape restoration plans, is available as reference material.

Submit proposals in PDF format to Harold Pierre, P.E., Measure LCF Bond Program Director at hpierre@lcusd.net. Selection will proceed through initial screening followed by oral interviews, with final selection made in accordance with Government Code Section 4528. The District reserves the right to reject any and all responses and negotiate contract terms with the best-qualified firm at compensation the District determines to be fair and reasonable.
