EXECUTIVE SUMMARY
0.1: Introduction
The subject site is located on approximately 26 acres in the City of
La Cañada Flintridge in Los Angeles County. It sits at the base of the San Gabriel Mountains. Facilities Master Plan Study prepared by LPA (referred to herein as Facilities Master Plan), identified the total student population at 2,049 students in 2015.
Vicinity Map
0.2: Project Background and Scope
Psomas was asked to prepare utility mapping based on record information of the original campus buildings and infrastructure.
Scope of work includes research, map and evaluate the existing campus utility infrastructure, and provide recommendations for improvements to each of the utility systems based on future development shown in the Facilities Master Plan.
As a sub consultant to Psomas, P2S Engineering has completed the evaluation of the natural gas, chilled water and hot water utility systems.
Existing utility base maps were previously prepared and completed by KPFF in 2022. These utility base maps were provided by the
School District and used as the basis for the utility mapping portion of this project. In order not to repeat the effort previously done by KPFF, post 2022 record plans and as-builts were considered in preparing the utility base maps of this project.
0.3: Utility Mapping
Existing utility information included herein was based upon drawings and information supplied by the various designers and contractors as outlined in Section 0.2. Using this information, Psomas and P2S updated the previously prepared 2022 utility base maps for the following existing utility systems:
• Sanitary Sewer
• Storm Drain
• Domestic and Fire Water
• Irrigation Water
• Hot water
• Chilled Water
Existing and Proposed Condition Utility Maps are provided in
Appendix A.
0.4: Report Objective
The objective is to provide an evaluation of the existing utility systems currently servicing the La Cañada High School facilities and to make recommendations of proposed replacement of existing utilities. The following existing utility systems were considered in this report:
• Sanitary Sewer
• Storm Drain
• Domestic and Fire Water
• Irrigation Water
• Hot Water
• Chilled Water
P2S Engineering has performed assessments of the natural gas, and chilled water systems. P2S has also completed an evaluation of the
La Cañada High School hot water system and Central Plant
System. Refer to Appendix C.
Due to the utility replacement, trenching is unavoidable. All utility trenches will be either temporarily paved or covered until all three phases are completed. See section 0.7 construction phasing for details.
0.5: Report Overview
The utility systems discussed within this report are broken down into the individual discipline sections. Corresponding figures and data tables are located at the end of each section.
The following information for each utility system is presented in discipline specific sections, Section 1 through 4, of this report.
• Description of the existing utility system, including existing conditions and identified problems. Information on each utility system was obtained through field surveys, existing documents and record data, and discussions with campus facilities staff knowledgeable of specific utility systems.
• Recommendations and modifications to accommodate present and future needs of the campus.
• Figures illustrating the existing utility system layout and proposed utility alignments are shown in Appendix A
0.6: Existing and Proposed Building Improvements
The following Table 1A, Campus Existing Buildings, identifies the existing buildings on campus and corresponds to the various figures throughout the report. The listed building names and numbers are based upon the Facilities Master Plan and are illustrated on Figure 1A, Existing Campus Building Layout, included herein. In absence of available records of the building areas, the areas listed are approximate square footages.
Table 1A: Campus Existing Buildings
Based on the Facilities Master Plan, the proposed buildings listed in Table 1B, Campus Proposed Buildings, have been identified as part of the future development. The building names and numbers corresponding to the Facilities Master Plan are illustrated, on
Figure 1B, Proposed Campus Building Layout.
The future condition figures included throughout this report illustrate the configurations of the future buildings only and do not illustrate the proposed floor plans as shown in the Facilities Master
Plan.
Table 1B: Campus Proposed Buildings
0.7 Construction Phasing
We have prepared exhibits for the work phasing, covering a total of three phases. We have consolidated utility work to the maximum extent possible while also maintaining accessibility and exits to all buildings. The colored lines in the exhibits represent the utility lines proposed for construction during each phase.
Additionally, the exhibits show blue colored lines for the suggested path of travel and exit routes during the construction phase. The
Phase 1 exhibit includes the majority of the sewer line construction as well as additional mechanical line work, both located in the same area as the sewer lateral. The Phase 2 exhibit shows all the water and irrigation line installations, as well as the mechanical and sewer lines, which are next to the water line. The Phase 3 exhibit covers the installation of the remaining mechanical lines.
Refer to Appendix E.
The final phase involves the replacement of hardscapes and the installation of planting within the utility work areas. Below is the narrative for the landscape work. This aligns with the landscape design plan exhibit shown in Appendix G
Starting in the planting area near the point of connection (POC) for the proposed water line, located at the school entrance between
Building A and Building B, shall be replanted with native pollinator plants and covered with three inches of mulch. The existing trees shall be preserved and protected in place. Concrete adjacent to the planter along the north corridor of Building A, within the designated phasing areas, shall be removed. Saw cuts shall be made along existing joints, and all concrete shall be removed up to the walls and staircases. The work area shall be modified to create an ADA-compliant landing pad at the bottom of the stairs within the project scope. All proposed concrete in this area shall be colored concrete with an acid wash finish (Top Cast

0.8 Phased Access and Egress Considerations
In this site utility replacement study, we have implemented a phased approach to planning and creating access and exit routes.
This approach ensures that during each stage of construction, there are safe and clear paths for entering and exiting the building
Phase 1 Access and Egress Considerations
The construction area for Phase 1 will primarily impact Building E and Building F. The classrooms at the south end of Building E require two means of egress due to their size. A pathway with a minimum 44-inch clear width must be maintained to both doors to these rooms during the construction period. The art & ceramics classroom also requires two exits, and a pathway with a minimum
44-inch clear width must be maintained from its doors as well.
The tech office will need to be temporarily relocated during construction as access to the room will not be able to be provided due to the location of some of the underground utilities work.
Likewise, the adjacent staff restroom will need to be closed.
Impacts to Building F will be minimal as the main access is via the elevated walkway to the second floor of the building. While the proposed area of work should not impact the existing egress pathways, it should be noted that a pathway must be maintained from each of the egress stairs during construction.
Phase 2 Access and Egress Considerations
The construction area for Phase 2 will primarily impact Building
A, Building E, and the North Gym. The egress paths at Building E identified in Phase 1 will need to be maintained throughout Phase
2 as well. In this phase, the Tech Office and Staff Restroom will be able to reopen.
An egress path of minimum 44-inch width must be maintained to the doors on the north side of Building A. To avoid a dead-end corridor, the contractor will need to provide a “cross-over” at the west end of the building to allow egress across the construction area. The connection of the fire hydrant at the east end of Building
A may impact the accessible route to Building B. Construction in this area may need to be carefully phased to maintain an accessible route at all times or be performed at times when classes in Building
B will not be impacted.
The boys locker room in the North Gym requires two exits. A minimum 44-inch wide egress pathway must be maintained to western exit during the construction period.
Phase 3 Access and Egress Considerations
The construction area for Phase 3 will primarily impact the South
Gym. A pathway must be maintained from the egress stair at the western side of the building during construction. The sports medicine classroom at the northwest corner has two exterior doors but only requires one exit. We recommend maintaining access/egress to the door the egress stair. Alternatively, the pipe routing may run along the exterior covered walkway on the north of the building. If this alternative route is used, the egress path from the training room and locker room exits must be maintained to the eastern side of the building.
0.9 Landscape/Hardscape Recommendations

Existing concrete shall be removed up to the staircase, and the work area shall be modified to create an ADA-compliant landing pad at the bottom of the stairs within the project scope. Proposed concrete in this corridor shall be natural grey with
Existing concrete on the west side of the North Gym, east of the main corridor, shall be removed up to the building, retaining wall, and along existing joints near the stairwell footings. The stairwell footing shall remain in place and saw cuts shall be made along the existing control joints. Path of travel is not required in this area.
All proposed concrete shall maintain existing grades. Proposed joints shall create a new pattern within this area. All proposed concrete in this area shall be natural grey with a broom-swept finish and P.E. markings. All proposed joints shall be spaced in a complimentary to existing and proposed joints adjacent to this area.
SECTION 1 – SANITARY SEWER SYSTEM
1.1: System Description
The existing La Canada High School on-site sewer system consists primarily of an 8-inch sewer line. Not all system pipe material is identified due to the lack of available record plans information.
The campus sewer system collects sewage from campus facilities and discharges east into an 18-inch pipe County sewer main that generally runs along Oak Grove Drive. The pool equipment building (Building I) has a separate 10-inch pipe connection to the public sewer main. Building B has sewer building connection on the north side of the building but no available information where it connects to the public sewer main. The existing on-site sewer collection system is illustrated on Figure 3A, Existing Condition
Sanitary Sewer.
1.2: Analysis of Existing System
We have used the Los Angeles County method to estimate the average daily flow per occupancy to check the flow capacity of the existing 8-inch pipe. See Appendix for Sewer Calculations. The estimated daily flow for high school occupancy is 15 gal/student and based on the Facilities Master Plan the total student population is 2,049 students. Therefore, the estimated flow is:
15 gal/student X 2,049 students = 30,735 gal/day
Applying a 2.5x peak factor per LA County standards:
30,735 gal/day X 2.5 = 76,838 gal/day
Converting to cfs:
76,838 gal/day X 0.134 cu. ft./gal X 1 day/86,400 sec = 0.12 cfs
A minimum of 0.5 percent slope was assumed for the sewer pipe with no available pipe invert information. Using Kutter’s Formula, see results on Table 1.2.

1.3: Analysis of Future Needs
The sanitary sewer system was evaluated with the addition of the proposed buildings listed in Table 1B. Based on the future development presented in the Master Plan Update, we conservatively assumed a growth of the student population of 20% for the future development. Therefore, the future peak sewer flow rate is equal to 0.15 cfs. Under those conditions, the capacity of the existing sewer system is not exceeded.
1.3: Findings and Recommendations
The district provided input on the existing sewer pipes they wanted to be replaced and highlighted the pipes on a drawing. Refer to
Appendix A Figure 3B, Proposed Condition Sanitary Sewer. We did not receive any specific reasons why they wanted them replaced and assumed it was because of the age of the pipes.
We recommend pipes be replaced with the same size, pipe slope and material. However, flow velocity for the existing sewers are below the 2 ft/s minimum velocity to prevent deposition of solids.
It is impractical to correct this deficiency as it would require reconstruction of the sewer system. However, this can be addressed by
• Further investigating pipes with assumed slopes in order to verify data
• Flushing the sewers on a routine basis to mitigate the negative effects of low velocities
SECTION 2 – STORM DRAIN SYSTEM
2.1: System Description
The existing campus on-site storm drain system consists of an underground pipe network. The system drains to the south in the private 24-inch main pipe approximately located middle of the site and it is connected to the city public storm drain line on Berkshire
Place. The storm drain pipes and area drains west of Choral
(Building F) and south of Building B are not connected to the system. Storm drain pipe and area drain located east of building B pipe are tied to a curbside drain on Oak Grove Drive. The existing on-site storm drain system is illustrated on Figure 4A, Existing
Condition Utility Map – Storm Drain System.
2.2: Findings and Recommendations
The district has localized drainage concerns that were discussed in the kickoff meeting. The concerns that were raised by the district include ponding at the catch basin to the southwest of the Choral
Room (Building F), catch basin in the courtyard of building B, and the North Gym roof drains. Psomas did not observe any ponding during the time of the site walk and kickoff meeting. A copy of the kickoff meeting minutes is included in this report in Appendix B.
We recommend a field investigation, utility survey with pipe invert information, and camera inspection to find the issues and solutions to the drainage concerns.
SECTION 3 – DOMESTIC & FIRE WATER
SYSTEM
3.1: System Description
The existing campus on-site water distribution system is a combined system that supplies domestic (potable) water, irrigation water, and fire protection to all campus facilities. The campus irrigation system is described in Section 4-Irrigation Water
System.
The Valley Water Company (VWC) provides water to the campus combined water system and the supply connection located to the northwest of the site on Foothill Boulevard.
3.1: Analysis of Existing System
The existing system supplies water to the buildings that are individually metered except for Building I and the Pool Equipment
Building. The Pool Equipment Building has a 3-inch meter service connection on Oak Grove Drive. Please see Figure 5A, Existing
Condition– Domestic Water & Fire Line.
3.2: Analysis of Future Needs
The water system was evaluated with the addition of proposed buildings listed in Table 1B. Based on the future building types and sizes and the existing water pipe sizes, it was determined that the existing system is sufficient to serve the future sports medicine and classroom expansion adjacent to Building E. The future parking structure will need dedicated water and fire water lines and those should be analyzed at the time of that development.
3.3: Findings and Recommendations
The district provided input on the existing water pipes they wish to have replaced and provided that information to Psomas. Refer to
Appendix A Figure 5B, Proposed Condition Domestic Water &
Fire Line. The lines to be replaced are the oldest trunk lines on the campus and reported to be asbestos pipe by the district.
We recommend pipes be replaced with the same size pipe and
C900 PVC be used for the material.
SECTION 4 – IRRIGATION WATER SYSTEM
4.1: System Description
The on-site irrigation is supplied through the combined water distribution system.
4.2: Analysis of Existing System
The existing irrigation system is metered onsite.
4.4: Analysis of Future Needs
Based on the future development plans as identified in the
Facilities Master Plan, there does not appear to be any significant landscape areas proposed that would need irrigation service and should be accounted for at this time. The irrigation improvements associated with future projects should be addressed at the time of project development.
4.5: Findings and Recommendations
The district provided input on the existing irrigation pipes they wish to have replaced and provided that information to Psomas.
Refer to Appendix A Figure 6B, Proposed Irrigation Line.
We recommend any new irrigation piping be PVC material and backflow preventers be provided at connections to the domestic water system.
