Consultants must be appropriately licensed and registered in Florida with a minimum of five years of verifiable experience in architecture. The scope spans greenways, linear parks, complete street improvements, streetscapes, urban design guidelines, and master planning. Work is limited to projects with estimated construction costs not exceeding $2 million or professional services fees not exceeding $200,000. Projects may be funded through HUD Community Development Block Grants, FEMA Public Assistance, or Hazard Mitigation programs, requiring compliance with all applicable federal and state regulations.
The initial contract term begins January 18, 2027, for three years, with City options to renew for two additional one-year periods. Cost adjustments for renewal periods shall not exceed five percent annually or the latest Employment Cost Index increase, whichever is less. Individual projects are assigned to awarded consultants based on qualifications and the City's best interest, with no guarantee of work volume. Pricing is requested separately after the City ranks submissions; no pricing information is submitted with qualifications proposals.
Consultants must maintain General Liability ($1 million), Automobile Liability ($1 million), Professional Liability/Errors and Omissions ($1 million), and Workers' Compensation insurance throughout the contract term. The City's compliance review is October 14, 2026; Selection Committee evaluation is October 29, 2026; strategy meetings occur November 9, 2026; and the proposed Commission award date is December 10, 2026.
