About this opportunity
Broward County Construction Management Division is soliciting proposals from three professional architectural firms licensed under Florida Statutes Chapter 481 to provide architectural and engineering consultant services on a continuing basis for remodeling, renovation, new construction, and miscellaneous professional services for vertical construction projects, with proposals due July 22, 2026.
A 25% County Business Enterprise (CBE) goal applies. Liquidated damages of 50% of any shortfall amount (capped at 10% of contract value) are imposed if the goal is not met through good faith efforts.
The initial contract term is five years with one optional one-year renewal at the same terms and conditions, provided the Purchasing Director gives written notice at least fifteen days before expiration. Services are authorized through individual Work Authorizations that specify scope, deliverables, compensation method, budget, completion timeline, and additional requirements. The aggregate maximum compensation for all Work Authorizations during the initial five-year term shall not exceed $10 million, subject to Board approval amendments potentially exceeding this cumulative total as necessary to complete projects. Compensation uses either maximum not-to-exceed or lump sum methods; hourly billing rates for employees are capped at rates listed in Exhibit B, and reimbursable expenses are limited to those permitted under Florida Statutes Section 112.061. The County retains 10% retainage on invoices until satisfactory phase completion and pays within thirty days of receipt.
The consultant must maintain professional liability insurance and other coverages specified in Exhibit D with Broward County named as additional insured. Work Authorizations are approved based on total aggregate cost: the Contract Administrator approves amounts of $50,000 or less; the Purchasing Director approves within delegated authority; Board approval is required for amounts exceeding the Purchasing Director's delegated authority. Place of performance covers Broward County and Fort Lauderdale City. The consultant must comply with all applicable Florida and federal laws, public records requirements, equal employment opportunity provisions, and audit rights for three years after contract expiration or termination.
