About this opportunity

The Jacksonville Aviation Authority is requesting Statements of Qualifications from architectural and engineering consultant firms for Capital Improvement Programs and related projects across the JAA Airport System (Jacksonville International Airport, Cecil Airport and Spaceport, Jacksonville Executive at Craig Airport, and Herlong Recreational Airport), with SOQs due August 25, 2026, and a pre-submission conference on August 4, 2026.

The Authority has established a Small Business Enterprise goal of 10% participation as a selection criterion; properly certified Jacksonville Small and Emerging Businesses may be used to satisfy this goal. A local-business preference awards five points to firms verifiable within the normal market area (Baker, Clay, Duval, Flagler, Nassau, Putnam, and St. Johns counties) and three points to non-local firms subcontracting with local firms.

Services span preliminary design, full project design, bidding and negotiation assistance, construction-phase administration and inspection, aviation planning, contract administration, and special services including environmental studies, feasibility analyses, and resident project representation. Respondents must carry Professional General Liability insurance of at least $1 million, Business Auto Liability of at least $5 million, Workers' Compensation, and Cyber Liability of at least $1 million.

The evaluation totals 100 points: general corporate organization and staffing (30 points), progress and quality assurance procedures (20 points), project approach (35 points), references (5 points), SBE commitment (5 points), and local preference (5 points). Optional presentations may add up to 20 additional points. SOQs are limited to 25 pages with one-point deductions per page exceeding this limit; no cost data should be included.

The contract term runs October 1, 2026, through September 30, 2031, with compensation negotiated on a project-by-project basis subject to FAA and Florida Department of Transportation approval. JAA may terminate with 30 days' written notice without cause. The evaluation committee meets September 10, 2026, with anticipated award October 1, 2026. Questions are due August 7, 2026.
