About this opportunity

Orange County and the Orange County Flood Control District are requesting qualifications from architect-engineer firms to establish Qualified Vendor Lists for flood control engineering services on a task order basis, with submissions due August 13, 2026 at 2:00 p.m. No set-aside or preference program applies; however, the County may make multiple awards and reserves the right to issue new solicitations at the conclusion of the three-year contract term, with no minimum work volume guaranteed.

Respondents must demonstrate three years of business operation in California, comparable experience with similar work in Southern California, and employ duly registered Professional Civil Engineers holding valid California licenses. The scope encompasses flood control engineering, hydrology, hydraulic design, project administration and management, plan checking, record drawings, rights-of-way services, utility relocation, value engineering, and specialized programs including floodplain management and levee recertification.

Evaluation criteria are qualifications and experience (40 points), key personnel and proposed staffing (20 points), availability to perform services (25 points), SOQ organization and completeness (12.5 points), and degree of compliance with the County Model Contract (2.5 points). Statements of Qualification are limited to 25 single-sided pages and must include a minimum of five references, at least three from comparable public sector entities within the past five years, a Non-Collusion Declaration, and a completed Campaign Contribution Disclosure Form. No cost or pricing information is required in the SOQ; labor classifications and fully burdened hourly rates will be requested only from the highest-ranked firm during contract negotiations.

Questions are due July 16, 2026 at 2:00 p.m. Selected respondents must provide insurance certificates, a completed W-9 form, and a signed contract within ten days of award notification. Submissions are made through the County's eProcurement Portal.

Opportunity text

OC Public Works intends to pre-qualify firms to provide services for Architect-Engineer (A-E) and A-E related County-wide and District-wide services for their various maintenance and capital projects. To satisfy this need, this Request for Qualification (RFQ) process will enable the County to establish Qualified Vendor Lists (QVL) for A-E disciplines to provide those services. The Qualified Vendor List (QVL) will be established through this (RFQ) process and will result in Board of Supervisors awarded contracts with a term of three (3) years. At the conclusion of the contract term, the County may issue a new solicitation to provide additional Contractors the opportunity to compete for future services.
