About this opportunity
The County of Orange, California and the Orange County Flood Control District are requesting qualifications for Architect-Engineer cost estimating and design support services on a task order basis, with proposals due September 4, 2026. The resulting contracts will establish Qualified Vendor Lists across A-E disciplines and will be awarded by the Board of Supervisors for an initial three-year term.
This is an on-call, multiple-award RFQ rather than a guaranteed-volume procurement. Work will be assigned through individual Contract Task Orders (CTOs) developed jointly between the selected A-E firm and County or District project management. The scope encompasses cost estimating, cost engineering, project controls, scheduling, and related consulting services across planning, design, procurement, bidding, construction, rehabilitation, and closeout phases for vertical construction, horizontal construction, and infrastructure projects supporting OC Public Works and the Flood Control District's County-wide and District-wide maintenance and capital improvement initiatives across the County's 22 agencies and departments.
Compensation is time and materials based on hourly rates by staff classification submitted in a rate schedule; all labor costs, photocopying, telephone, and fax are included in the rate. Reimbursable expenses are limited to special equipment rentals, outside printing, and County-approved travel at IRS mileage rates. Price increases are prohibited during the contract term; price decreases automatically extend to the County. The A-E must hold all professional licenses required by California law and maintain Commercial General Liability insurance ($1 million per occurrence), Professional Liability ($1 million claims made), and Workers' Compensation coverage. Prevailing wage requirements apply where work qualifies as public works under California Labor Code Section 1720. The County reserves the right to issue a new solicitation at contract conclusion and to make multiple awards to qualified respondents. No minimum work volume is guaranteed to any contractor.
Opportunity text
The County of Orange (County), consisting of 22 agencies and departments, and the Orange County Flood Control District (District) deliver a broad range of services to the residents of Orange County. Services provided include public protection, public health, infrastructure maintenance, and community and social services. As the District relies on County staff to carry out its duties, the District will also be included as a party to any contract(s) resulting from this solicitation. It is the primary responsibility of the County's public works department (OC Public Works) to enrich the community through efficient delivery and maintenance of public works infrastructure, planning, capital improvement and development services.
OC Public Works intends to pre-qualify firms to provide services for Architect-Engineer (A-E) and A-E related County-wide and District-wide services for their various maintenance and capital projects. To satisfy this need, this Request for Qualification (RFQ) process will enable the County to establish Qualified Vendor Lists (QVL) for A-E disciplines to provide those services. The Qualified Vendor List (QVL) will be established through this (RFQ) process and will result in Board of Supervisors awarded contracts with a term of three (3) years. At the conclusion of the contract term, the County may issue a new solicitation to provide additional Contractors the opportunity to compete for future services
The County reserves the right, at its sole discretion, to make multiple awards to respondents for services requested in this solicitation.
