Issued by
Orange County, San Diego City, California

About this file

This is a Request for Qualification (RFQ) document from the County of Orange, California, and the Orange County Flood Control District for Architect-Engineer (A-E) cost estimating and design support services on a task order contract basis. The solicitation seeks to establish Qualified Vendor Lists (QVL) across various A-E disciplines to support County-wide and District-wide maintenance and capital improvement projects. The resulting contracts will be awarded by the Board of Supervisors and will have an initial term of three years, with the County reserving the right to issue a new solicitation at the conclusion of the contract period to allow additional contractors to compete for future services. The County reserves the discretion to make multiple awards to qualified respondents.

The document does not specify detailed pricing information, set-asides, or funding sources within the summary provided. However, the solicitation is structured to pre-qualify firms through a competitive RFQ process, with selected vendors placed on the QVL to provide on-call A-E services for Orange County Public Works and the Flood Control District. The County's intention is to streamline the procurement process for ongoing design and cost estimating needs across its 22 agencies and departments by establishing pre-qualified vendor lists, rather than conducting individual competitive procurements for each project.

SECTION 1. INTRODUCTION AND INSTRUCTIONS TO RESPONDENTS

1.1 INTRODUCTION

The County of Orange (County), consisting of 22 agencies and departments, and the Orange

County Flood Control District (District) deliver a broad range of services to the residents of Orange

County. Services provided include public protection, public health, infrastructure maintenance, and community and social services. As the District relies on County staff to carry out its duties, the District will also be included as a party to any contract(s) resulting from this solicitation. It is the primary responsibility of the County’s public works department (OC Public Works) to enrich the community through efficient delivery and maintenance of public works infrastructure, planning, capital improvement and development services.

OC Public Works intends to pre-qualify firms to provide services for Architect-Engineer (A-E) and A-E related County-wide and District-wide services for their various maintenance and capital projects. To satisfy this need, this Request for Qualification (RFQ) process will enable the County to establish Qualified Vendor Lists (QVL) for A-E disciplines to provide those services. The

Qualified Vendor List (QVL) will be established through this (RFQ) process and will result in

Board of Supervisors awarded contracts with a term of three (3) years. At the conclusion of the contract term, the County may issue a new solicitation to provide additional Contractors the opportunity to compete for future services

The County reserves the right, at its sole discretion, to make multiple awards to respondents for services requested in this solicitation.

3.1 INTRODUCTION

OC Public Works, on behalf of the County of Orange (County) and Orange County Flood

Control District (District), requires supplemental professional services to meet workload demands and project scheduling commitments in relation to Architect-Engineer (A-E) Design, Project Administration and Management Services for various projects. A-E is defined as an

Architect or Engineer for design and/or engineering of a project. To supplement existing resources, County intends to issue Architect-Engineer (A-E) Cost Estimating Design Support

Services – Task Order Contracts for use by County and District on an "as-needed" basis. No specified amount of work is guaranteed to Respondent.

County

Project Management staff will then review the Respondents’ Scope Statement, proceed with negotiation of task costs and when satisfied, issue a Contract Task Order (CTO) against this

Contract.

The Respondent shall serve as lead of a design team that may include other construction design professionals working together to ensure that the original design is carried through to the finished product, with no alterations in materials or design that would lead to safety issues or compromise the quality of the building or building component. Other team members who may be retained by the lead to support a project as a consultant may include, but are not limited to, landscape architects, lighting designers, data consultants, security consultants, controls engineers, commissioning consultants, traffic engineers, surveyors, estimators, special inspection, etc.

The Respondent shall be responsible for the preparation of comprehensive building assessments, designs, drawings, specifications, cost estimates, and reports within the scope of the Contract Task

Initiation, Planning/Design, Bid/Award, Construction and Closeout.

The Respondent shall restrict themselves to the Scope Statement of the Contract Task Order. Any changes in the Scope Statement shall require prior written authorization by County.

3.3 CONTRACT TASK ORDER

Respondent shall be assigned work via a task order by County which shall subsequently be referred to as the “Contract Task Order” (hereinafter “CTO”). A CTO for each project shall be developed by Respondent in conjunction with County Project Management staff. The County Project

Respondent shall follow all requirements as outlined in the CTO; this general Scope of Work, the project specific Scope Statement, and the Architect-Engineer Guide
