About this opportunity
The Florida Department of Financial Services, Office of Information Technology, and the Division of State Fire Marshal intend to procure ArcGIS software licenses, support, maintenance, and webhosting from Environmental Systems Research Institute, Inc., and are inviting prospective vendors to submit relevant information by July 28, 2026 at 2:00 p.m. ET to demonstrate whether alternative sources exist; the Department will post notice of its single-source determination on the Vendor Bid System pursuant to Florida Statutes § 120.57(3).
This is a sole-source intent notice, not a competitive solicitation. The Department has designed its data collection processes specifically around ArcGIS's proprietary mapping technology and justifies the single-source acquisition on grounds that no equivalent alternative exists. The software portfolio includes ArcGIS Desktop, ArcServer, ArcGIS Online, Survey123, and Field Maps to support the Division's Mine Activity Clearinghouse website and Florida Fire Incident Reporting System.
The scope encompasses software licenses, end-user training, maintenance, support, and webhosting services. The software performs automatic conversion of collected field data into geospatial format, integrates with the Department's geodatabase, enables data visualization and analysis, and provides public access to customizable maps and downloadable data. The Department values the capability for non-technical users to control website design and functionality while maintaining program sustainability.
The estimated contract value is $58,968 over a one-year term running from October 19, 2026 through October 18, 2027. Andrea Brooks at the Department of Financial Services is the contact; internal tracking number is 2526-13 SS OIT-FM. No pre-bid conference or site visit is scheduled. Vendors questioning the single-source determination must submit detailed information on alternative products and services by the July 28 deadline.
Opportunity text
THIS IS NOT A BID.
The Department of Financial Services, Office of Information Technology, and the Division of State Fire Marshal intend to enter into an agreement with Environmental Systems Research Institute, Inc. for the purchase of licenses that include built-in mapping capabilities, website-building assistance, and full maintenance and support. Prospective vendors who believe they can provide these services shall provide relevant information no later than July 28, 2026, at 2:00 P.M. (ET).
If it is determined in writing by the Department, after reviewing any information from prospective vendors, that the services are available only from the single source, the Department will post on the Vendor Bid Systems, notice of its intended decision to enter into agreement with said vendor pursuant to section 120.57 (3) F.S.
