About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form filed by the Florida Department of Financial Services, Office of Information Technology, and the Division of State Fire Marshal. The Department intends to purchase ArcGIS software licenses, maintenance, support, end-user training, and webhosting services from Environmental Systems Research Institute, Inc. (ESRI). The requested software includes multiple ArcGIS products such as ArcGIS Desktop, ArcServer, ArcGIS Online, Survey123, Field Maps, and related applications designed to support the Division's Mine Activity Clearinghouse website and Florida Fire Incident Reporting System. The contract term runs from October 19, 2026, through October 18, 2027. The prospective vendor information submission deadline is July 28, 2026, at 2:00 p.m. No bidder's conference or site visit is mentioned in the document.

The estimated dollar amount for this single source acquisition is $58,968.00. The Department justifies the single source procurement by stating that ArcGIS software licenses and services are proprietary products available only from ESRI and that the Division has designed its data collection processes specifically around ArcGIS's mapping technology, which has no equivalent alternative. The software enables automatic conversion of collected data into geospatial format, integration with the Department's geodatabase, data visualization and analysis, and public access to customizable maps and downloadable data. The Department indicates that continuing with ESRI's proprietary software allows non-technical users to control website design and functionality while maintaining program sustainability. Contact for inquiries is Andrea Brooks at the Department of Financial Services, with internal tracking number 2526-13 SS OIT-FM.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

Section 522.30, F.S., governs construction materials mining activities. This statute requires that certain information be collected for any construction mining company blast that occurs in Miami- Dade County. The information collected contains date, time, and location specific information about explosive use and the resulting seismic waves that occur so that it can be provided to citizens and permit holders. The Department requires the use of certain ArcGIS software licenses and services to maintain the Division of State Fire Marshal’s (Division) Mine Activity Clearinghouse website (Website) and the Division’s Florida Fire Incident Reporting System. For the Florida Fire Incident Reporting program, the software is used to host and control access to summary websites

and visualizations for both the public and external partners. Additionally, the Division uses the survey functionality of the software to collect critical information for Division initiatives on fire fatalities and lithium-ion battery fires, and provides the ability to directly integrate this survey into the aforementioned visualizations. The ArcGIS software licenses and services the Department requires are proprietary products that are only available from a single source, Environmental Systems Research Institute, Inc. (ESRI).

The licenses being purchased through ESRI include built-in mapping capabilities, Website building assistance, and full maintenance and support. The licenses include the following ArcGIS software: ArcGIS Desktop; ArcSDE; ArcServer; ArcGIS Image Server; ArcGIS 3D; ArcGIS Spatial; ArcGIS Network Analyst; ArcGIS Geostatistical; ArcGIS GeoEvent; ArcGIS Instant Apps; ArcGIS StoryMaps; Map Viewer; ArcGIS Dashboards; Scene Viewer; ArcGIS Web AppBuilder; ArcGIS Hub Premium; ArcGIS AppStudio; ArcGIS Experience Builder; ArcGIS Collector; ArcGIS Field Maps; ArcGIS QuickCapture; ArcGIS Survey123; ArcGIS Workforce;

ArcGIS for Office; ArcGIS for SharePoint; ArcGIS Navigator; ArcGIS Business Analyst; ArcGIS Insights; ArcGIS Drone2Map; ArcGIS Maps for Adobe Creative Cloud; and ArcGIS online licensing support.

These software licenses and services automatically convert the Division’s collected data from multiple reports and forms to geospatial data ready for analysis and publication by the Department, automatically adding details and coordinating information and each data point directly to a layer file within the Department’s ArcGIS Online geodatabase file. The software licenses and services allow the collected data to be analyzed in ArcGIS Pro, visualized by the Department, and published to the Website. Maps and tables on the Website will update automatically as the Department analyzes subsequently collected form data. Public users can also customize and filter the visualization of these custom maps via the Website, and view and download data as needed.

Intended Single Source:

Environmental Systems Research Institute, Inc.

Estimated Dollar Amount:

$58,968.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The ArcGIS software licenses and services it requires, described herein, are only available from a single source, ESRI.

The Division has designed and built its processes and data collection to work with ArcGIS’ proprietary mapping technology. The Division has determined that ArcGIS’ proprietary mapping technology has no equivalent that can suit its needs and is only available from the current provider, ESRI, and it is in the best interest of the Department to continue purchasing software licenses and services through ESRI. By continuing to purchase this proprietary software that includes total design control of the Website by non-web developer users, including functionality and presentation, the Department is able to provide information to the general public and self-sustainability to both programs.
