About this opportunity

The State of New Mexico's Office of Broadband Access and Expansion (OBAE) is procuring ArcGIS licenses and maintenance services from Environmental Systems Research Institute (Esri) under a sole-source determination, with proposals due October 18, 2026. This is a sole-source procurement — a decision-flipping constraint that narrows the competitive field to Esri exclusively.

The scope encompasses multiple ArcGIS product subscriptions and services: ArcGIS Online Professional Plus User Type and Creator User Type annual subscriptions (each with Desktop Migration options), ArcGIS Hub Premium, ArcGIS Online Community annual subscription, ArcGIS Enterprise Advanced up to four cores with maintenance and staging server maintenance, and ArcGIS Developer Bundle annual subscription. OBAE supports more than twenty users and relies on these licenses to manage broadband infrastructure data.

The contract value is $48,980 before tax, with estimated tax of $1,864.69, for a one-year term. OBAE's current maintenance agreement expires September 30, 2026. The sole-source determination, dated September 17–18, 2026, justifies the award based on Esri's proprietary capabilities as the industry-leading full-service GIS software provider, OBAE's four-year investment in customizing Esri products, and the absence of viable alternatives that meet state government security, interoperability, and functionality requirements. OBAE notes that New Mexico's previous statewide price agreement with Esri expired in February 2026 and has not been renewed. The agency is collaborating with the Department of Information Technology (DoIT) to establish a new statewide price agreement and has investigated alternative procurement instruments through GSA, NASPO, and other state cooperative agreements; none are currently suitable or available.

The sole-source determination requires a thirty-day posting period without protest before final approval by the State Purchasing Agent.
