About this opportunity

The State of Delaware Department of Government Support Services is requesting proposals to establish a statewide list of Certified Real Estate Appraisers to provide professional appraisal services across Delaware, with proposals due August 6, 2026 at 3:00 p.m. local time. This is a vendor-list RFP, not a fixed-scope project; pricing must accommodate various appraisal categories and project complexities.

Vendors must hold Delaware appraiser licenses or certifications and attest that no work will be performed outside the United States. The scope includes appraisal services across five categories: Vacant Parcels, Improved Parcels, Conservation Easements, Historic Properties, and Miscellaneous Property. Vendors bid minimum and maximum cost per appraisal for each category they choose to serve and may include additional fees.

The contract term is one year with three optional one-year extensions, for a potential total of four years. The State reserves the right to award to multiple vendors and to select based on overall value rather than lowest price. Insurance requirements include $1,000,000 commercial general liability per occurrence / $3,000,000 per aggregate and $1,000,000 professional liability, errors and omissions, or product liability per occurrence.

Evaluation uses a weighted scoring system totaling 110 points: vendor qualifications (20 points), vendor experience (20 points), analysis experience (15 points), timeliness of response (15 points), appraisal approach (10 points), business references (15 points), and price (15 points). Vendors must submit three sample appraisals, detailed service-delivery descriptions, three years of financial statements, at least three business references (excluding State employees), and proof of insurance. Responses to questions are due June 22, 2026 by 4:00 p.m., with answers posted by July 7, 2026. Award is anticipated September 14, 2026. All proposals must be submitted through https://gss.bonfirehub.com/.
