About this opportunity
Washington State Department of Enterprise Services (DES) is requesting sealed bids on behalf of Clark College for modernization of two existing passenger elevators — one in Anna Pechanec Hall (APH) and one in Cannell Library — with bids due August 20, 2026 at 1:00 PM and a mandatory pre-bid walk-through on August 4 at 11:00 AM at Clark College Facilities Services Building in Vancouver, Washington. Voluntary diversity business goals of 10% MBE, 6% WBE, 5% SBE or PWSBE, and 5% Veteran-owned business participation have been established; achievement is encouraged but not required.
The APH elevator modernization includes mechanical upgrades completed in 2025; work at Cannell Library encompasses electrical upgrades and wet pipe sprinkler system upgrades. Two optional additive alternates are available: Alternate Bid No. 1 expands scope to include replacement cab finishes at the Cannell Library elevator, and Alternate Bid No. 2 covers replacement cab finishes at the APH elevator. Contractors must meet mandatory responsibility criteria, including valid Washington contractor licensing, current business registration, prevailing wage training requirements, and wage theft prevention standard compliance. A minimum 15% apprenticeship utilization requirement applies, with participation tracked through the Washington Department of Labor & Industries' Prevailing Wage Intents and Affidavit system. Subcontractor listings for HVAC, plumbing, electrical, structural steel, and rebar installation are required at or shortly after bid submission.
The estimated bid cost range is $320,000 to $430,000. A 5% bid guarantee is required for bids exceeding $35,000. Contract duration is 205 calendar days for substantial completion and 30 calendar days for final completion from the Notice to Proceed. Liquidated damages are assessed at $200 per calendar day for delays beyond contract time. Washington State Sales Tax is excluded from bid prices but will be included in progress payments. The successful contractor must register with the DES Public Works Diversity Tracking & Management System (B2Gnow) to report monthly payment details throughout the contract term. A virtual public bid opening via Microsoft Teams will occur at approximately 1:30 PM on August 20.
