About this opportunity
The City of College Station is soliciting bids for an Annual Price Agreement covering underground electrical distribution projects, with proposals due September 9, 2026. Bidders must have a minimum of five years of utility electrical construction experience and be qualified to work on energized 12kV distribution systems — a capability filter that restricts eligibility.
The scope includes boring, installing conduit, pulling cable and terminations, installing and replacing pad-mounted transformers, installing and replacing services, and installing and replacing underground street light circuits. Work spans large residential subdivisions to commercial developments. College Station Utilities will provide all materials; the contractor supplies labor and specialized expertise. Projects will be assigned on an as-needed basis by the Project Manager, with each assignment requiring a detailed proposal that includes scope, labor costs, timeline, and total cost calculated using unit pricing established in the agreement.
The total contract value shall not exceed $500,000 per year; however, this amount is not guaranteed and will vary annually based on the number and scope of approved projects. The City reserves the right to award the APA to more than one contractor, signaling that multiple incumbents may be selected. Unit pricing in the agreement serves as the basis for calculating costs on individual projects as they are assigned throughout the contract period, allowing predictable cost management while maintaining flexibility in project staffing and execution.
