About this opportunity

The City of Bristol, Connecticut is requesting submissions from contractors and individuals with appropriate plowing equipment for snow plowing operations during the 2026-2027 winter season, with submissions due October 7, 2026 at 1:30 p.m.

The City intends to contract for forty-four trucks with operators: up to eighteen small four-wheel drive trucks (Ford F350 or equivalent) with a Gross Vehicle Weight of less than 23,999 lbs., and twenty-six or more large dump or tractor-type trucks with a GVW of at least 24,000 lbs. A maximum of four 3-or-4 axle dump trucks may be accepted if necessary. All trucks must be road-worthy, suitably equipped with appropriate plows, flashing yellow lights, fuel, ballast, and tire chains provided by the owner at no cost to the City. Contractors must provide Accord certificates of insurance naming the City as additional insured with Automobile Liability of $1,000,000 combined single limit and Workers' Compensation as defined in Connecticut General Statutes.

Trucks selected for the active list are guaranteed minimum payments of $1,000 for trucks with GVW between 8,000 and 17,999 lbs., and $1,500 for trucks with GVW greater than 18,000 lbs. for the entire winter season, provided vehicles satisfy conditions outlined in Attachment B (vehicle inspection, insurance requirements, cellular phone availability, and responsive availability during storm operations). Payment for actual hours worked is based on GVW: trucks with GVW 8,000–9,999 lbs. at $120 per hour; 10,000–17,999 lbs. at $190 per hour; 18,000–23,999 lbs. at $200 per hour; and greater than 24,000 lbs. at $255 per hour. Rates include a Fuel Adjustment Factor and may be adjusted based on actual diesel and gasoline prices on the day of service.

If more responses than needed are received, a reserve list of at least five smaller and five larger trucks will be established. Assignment to the active list is made in sequence of date and time of receipt, with preference given to larger trucks. Reserve trucks do not qualify for guaranteed minimum payments. All selected operators must attend a mandatory Snowplow Operators Meeting on November 9, 2026 at 7:00 p.m. at the Public Works Yard on Vincent P. Kelly Road. All required documentation except the Snow Plow Vehicle Data Sheet must be submitted by November 9, 2026. Invoices must be submitted within thirty days of service provision; invoices received after June 15th will not be considered for payment.
