About this opportunity

The City of Mesquite, Texas, is requesting proposals for annual landscape maintenance at four high-visibility TxDOT interchanges within Mesquite's corporate boundaries under RFP 2026-100, with proposals due August 26, 2026, at 2:00 p.m. via BidNet Direct and vendor questions due August 20, 2026, at 2:00 p.m.

The scope encompasses mowing, trimming, edging, litter removal, shrub and tree pruning, fertilization, herbicide applications, irrigation inspection and maintenance, and mulching across approximately 30 acres at four locations: Big Town/IH 30/Highway 80 Corridor, IH 635/Military Parkway/Scyene Road Interchange, IH 30 at Northwest Drive, and IH 30 at Motley Drive. The RFP comprises 38 bid items with varying annual service cycles (1 to 52 cycles per year depending on service type and location). Weekly site inspections are required prior to completion of scheduled maintenance, with inspections not scheduled later than 2:00 p.m. each week. Pricing shall be submitted as a lump sum total for items one through thirty-seven and an hourly rate for item thirty-eight (irrigation repairs as needed).

The contract term is one year from award with a renewal option for four successive one-year periods under the same bid price, contingent upon the City's satisfaction with performance. Prices must be held firm for ninety days and are expected to prevail for the entire contract term unless price escalation or reduction provisions apply.

Evaluation weighs pricing (40 points), response time (25 points), firm quality as demonstrated through references (10 points), and experience in municipal landscape and grounds maintenance (10 points). The lowest-price proposal receives maximum points, with subsequent bids scored proportionally. All contractors must provide workers' compensation insurance, commercial general liability insurance with the City named as additional insured, and comply with Texas ethics laws, including conflict of interest disclosures and non-exclusion affidavits certifying no suspension or debarment from federal funding. A Certificate of Insurance must be submitted within ten business days of notification of apparent low proposer selection.
