ON-CALL LANDSCAPE ARCHITERCTUAL SERVICES

RFQ: 2026-100

I. BACKGROUND

The City of San Antonio (City), Capital Delivery Department (CDD) is issuing a Request for Qualifications (RFQ) seeking Statements of Qualifications (SOQ) from qualified firms (Respondents) to provide on-call Landscape Architecture services for City-owned facilities and site improvement projects.

These services will support both new construction and major renovations, with the goal of enhancing functionality, safety, accessibility, sustainability, and long-term performance of public landscapes.

Scope of work may include assessment and evaluation of existing site and landscape conditions;

preparation of planting, irrigation, hardscape, tree protection, and site layout design documents;

interdisciplinary coordination with architectural, civil, structural, and MEP teams; construction-phase support including site observations and submittal reviews; and project close-out and warranty follow-up services.

The City intends to award up to four (4) contracts as a result of this RFQ; however, the final number of awarded contracts will be determined by the number of proposals received and the outcome of evaluation process. The base contract term shall be an initial period of three (3) years. At City’s option, this Contract may be renewed annually under the same terms and conditions for up to two (2), one (1) year period(s). The City hereby establishes the maximum aggregate contract price of $7,000,000.00, which includes the initial term and all renewals for all awarded contracts. Each contract is anticipated to be for an amount not to exceed $350,000.00 per term for a total of $1,750,000.00 per contract for all terms. The City does not guarantee the entire contract capacity amount will be spent under these on-call contracts, any number of works to be authorized, or any dollar value of jobs, tasks or purchase orders allocated for each contract. Work will be performed on an as needed basis and the execution of a contract does not guarantee the issuance of work/task orders during the term of the contract.

The City is implementing a performance-based capacity model. Under this model, the total not-to-exceed contract capacity will not be equally divided among all awarded firms. Instead, firms that demonstrate responsiveness, proactive coordination, accuracy of deliverables, and overall quality of performance and drawings within budget and schedule will be awarded a greater share of assignments and contract capacity over the life of the agreement. Firms that fail to meet performance standards may receive reduced task order assignments and reduced contract utilization. Performance will be documented through the City’s standardized evaluation tools. Additional expectations and examples of non-conforming or unacceptable practices are further defined in the Professional Services Agreement.

II. SCOPE OF WORK, PROJECT OBJECTIVES AND GENERAL REQUIREMENTS

Consultants shall provide professional Landscape Architecture services on an as-needed basis in support of the City’s architectural and engineering projects throughout pre-design, design, construction, and close-out phases. Consultants must demonstrate proactive engagement, timely response, technical accuracy, and interdisciplinary coordination.
