About this opportunity

The New Mexico General Services Department, Purchasing Division, is requesting bids on analytical reference materials and certified reference materials for forensic toxicology testing under ITB 71-66500-26-78379, with sealed bids due October 8, 2026, at 2:00 p.m. The State is procuring on behalf of the New Mexico Department of Health, Scientific Laboratory.

The scope encompasses a full catalog of analytical standards, reference materials (RMs), and certified reference materials (CRMs) for forensic analysis of licit and illicit drugs, substances, and chemical compounds in human biological samples, including blood and urine. The catalog must include pharmaceutical compounds, drugs of abuse, novel psychoactive substances, metabolites, isomers, and isotopically-labeled internal standards. Bidders must submit a single, fixed percentage discount applicable to the vendor's catalog list pricing; submissions containing ranges or multiple discount percentages will be deemed non-responsive. All analytical standards, RMs, and CRMs must be manufactured by a Reference Material Producer accredited to ISO 17034 and tested by laboratories accredited to ISO/IEC 17025 by an ILAC-recognized accrediting body.

The contract term is two years from the date of award, with an option to extend for eight additional years on a year-to-year basis by mutual agreement, not to exceed ten years total. Deliveries are F.O.B. Destination with Net 30 payment terms. Price escalation is permitted no more than once annually upon agreement renewal, with increases not to exceed 10 percent and not resulting in higher profit margins than at the initial contract term; any price decreases must be passed immediately to users. The State reserves the right to make multiple awards to ensure availability and timely delivery and to award based on lowest cost in total, by item groups, or by individual items. Bidders must download the ITB spreadsheet, enter bid prices, and upload the completed document to the eProNM system by the deadline, with electronic submissions time-stamped and considered sealed bids. All vendors must submit a valid, signed W-9 Form with their bid. Formal bid opening is conducted via Microsoft Teams immediately following the deadline.
