ITB 71-66500-26-78379: Analytical Reference Materials for Forensic Testing
This Invitation to Bid is issued by the State of New Mexico General Services Department, Purchasing Division, on behalf of the New Mexico Department of Health, Scientific Laboratory. The solicitation seeks to establish a price agreement for analytical standards, reference materials (RMs), and certified reference materials (CRMs) for forensic analysis of licit and illicit drugs, substances, and chemical compounds in human biological samples, including blood and urine. The bidder must provide a full catalog of forensic toxicology products encompassing pharmaceutical compounds, drugs of abuse, novel psychoactive substances, metabolites, isomers, and isotopically-labeled internal standards, among other related items. A single line item solicits a full catalog of all reagents and standards needed for drug testing, to be priced as a percentage discount off the vendor's list price. Sealed bids are due by October 8, 2026, at 2:00 p.m., with a formal bid opening conducted via Microsoft Teams immediately following the deadline. The contract term is two years from the date of award, with an option to extend for eight additional years on a year-to-year basis by mutual agreement, not to exceed ten years total. The State reserves the right to make multiple awards to ensure availability and timely delivery.
Bidders must submit a single, fixed percentage discount applicable to the vendor's catalog list pricing; bid submissions containing ranges or multiple discount percentages will be deemed non-responsive. All analytical standards, RMs, and CRMs must be manufactured by a Reference Material Producer accredited to ISO 17034 and tested by laboratories accredited to ISO/IEC 17025 by an ILAC-recognized accrediting body. Deliveries are F.O.B. Destination with payment terms of Net 30. Price escalation is permitted no more than once annually upon agreement renewal, with increases not to exceed 10 percent and not resulting in higher profit margins than at the initial contract term; any price decreases must be passed immediately to users. All vendors must submit a valid, signed W-9 Form with their bid. Bidders are required to download the ITB spreadsheet, enter bid prices, and upload the completed document to the eProNM system by the deadline; electronic submissions will be time-stamped and considered sealed bids. The State Purchasing Agent reserves the right to accept or reject any bids and to award based on lowest cost, in total, by item groups, or by individual items, as deemed in the best interest of New Mexico.
