About this opportunity

Springfield Housing Authority (SHA) is requesting sealed bids for removal and replacement of twenty (20) Packaged Terminal Air Conditioner (PTAC) units at the Villas at Vinegar Hill facility, 401 W Allen Street, Springfield, Illinois, with bids due October 6, 2026 at 2:30 p.m. and a pre-bid conference scheduled for September 24, 2026 at 10:00 a.m. This is a Davis-Bacon and State Prevailing Wage project, requiring weekly certified payroll reports and compliance with applicable wage rates.

The scope includes supplying and installing Amana PTAC units (7,000/7,000 BTU/H cooling at 230/208V, Model PTC073J**AXXX or equal), demolition and removal of existing units with proper disposal, installation into existing sleeves, electrical reconnection, thermostat reconnection to existing hardwired low-voltage thermostats (to be reused), sealing to prevent air or water intrusion, finish restoration, and comprehensive testing and commissioning. The project excludes thermostat replacement or reprogramming unless required for compatibility, major electrical upgrades, and structural modifications unless necessary for unit fitment. The estimated project duration is ninety (90) days from Notice to Proceed.

Contractor costs must be inclusive of all materials, labor, overhead, profit, and associated expenses. A 5% bid guarantee is required due with the bid submission. Performance and payment bonds or alternative securities (20% cash escrow or 25% irrevocable letter of credit) totaling the contract amount are required at contract signing. The contractor must hold an Illinois state contractor license; subcontractors must also be licensed. Prior to award, the successful bidder must provide workers' compensation insurance, general liability coverage (minimum $1,000,000 each occurrence with SHA named as additional insured), professional liability/errors and omissions coverage (minimum $1,000,000), automobile insurance ($1,000,000 combined single limit), and a Sangamon County business license. The SHA Board of Commissioners is anticipated to approve award on October 26, 2026. Award will be made to the lowest responsive and responsible bidder; SHA retains the right to reject any or all bids and waive informalities.
