About this opportunity
Springfield Housing Authority is requesting bids on a 12-month blanket flooring removal and installation contract (IFB 2026-10) for public housing residential units in St. Clair County, Illinois, with bids due August 5, 2026 at 2:30 p.m. and a pre-bid conference on July 28, 2026 at 10:00 a.m. The contract is subject to Davis-Bacon and State Prevailing Wage requirements.
The scope covers removal of existing vinyl composite tile and cove base from vacant family development units ranging from 600 to 1,500 square feet (one through five bedrooms), subfloor inspection and potential replacement, Mapei-Planipatch skim coat floor preparation, and installation of new VCT tile and cove base. If the SHA determines existing flooring contains asbestos-containing material, an outside third-party vendor performs abatement. Each assigned unit must be completed within 14 calendar days of notification. The SHA furnishes VCT tile, tile adhesive, cove base, and cove base adhesive; the contractor supplies all other materials, tools, and equipment.
Bidders must submit unit pricing for four categories: removal of one layer of existing VCT and cove base per square foot; removal of additional tile layers or linoleum per square foot; skim coat application, tile installation, and cove base installation per square foot; and subfloor removal and replacement per square foot.
Contractors must hold current Illinois contractor licensing, Lead Based Paint certification, and provide evidence of general liability ($1 million each occurrence, $5 million aggregate minimum), professional liability ($1 million each occurrence), workers' compensation, and automobile coverage ($1 million combined single limit). A 5% bid bond is required with submission; upon award, contractors must provide a Performance Bond and Payment Bond, 20% cash escrow, or 25% irrevocable letter of credit for the full contract amount. The SHA Board of Commissioners is anticipated to approve the award on August 24, 2026. The contract terminates upon 10 days' written notice for convenience or when the monetary limit is exhausted, whichever occurs first.
